SUMMARY AND POLICY RECCOMENDATION:
Staff will present the proposed scope of work included in the Downtown Street and Utility
project, to be constructed in two phases primarily in 2015 and 2016 in cooperation with
Washington County. In addition, Staff is recommending that the City Council proceed with
Municipal Consent action at the February 3rd City Council Meeting for Phase I of the Downtown
Street and Utility Project. Phase I of the Downtown Street and Utility Project includes all segments/locations where construction activity is planned to begin in 2015, including Laverne
Ave., Upper 33rd St., 36th St., and the downstream regional infiltration basin to be located north
of Reid Park.
FISCAL IMPACT: The Project will be funded through multiple sources including assessments to benefitting
properties. The project financial plan including a project specific assessment policy will be
developed for the project. In addition, the County has agreed to allow the City to finance the City cost share of the improvements over a 5 year period.
PROJECT PURPOSE, SCOPE AND SCHEDULE:
As the downtown project has developed and evolved over the last year, it has become clear that the purpose of the project is to solve or improve two fundamental problems in the Village Area:
1) individual septic systems and the need for sanitary sewer, and 2) longstanding drainage/storm
water challenges in the downtown. It is the goal of this project to significantly improve both
fundamental problems that have existed for long period of time.
Since the completion of the Lake Elmo Ave. sanitary sewer forcemain project, which extended sanitary sewer to the lift station east of Reid Park, the City has been planning on extending
sanitary sewer to the Village Area. As a result of successful discussions with Washington

County, the County was agreeable to moving up the reconstruction of Lake Elmo Ave. from 30th
Street to Trunk Highway 5 (TH 5) up in their Capital Improvement Plan (CIP) from 2018 to
2015. Moving this project up in the County CIP was a necessary component of extending sewer
up into the Village Area, as the installation of gravity sewer in open trench would require the road to be completely reconstructed. In moving Lake Elmo Ave. up in the queue of County
projects, the County signaled their commitment to proceed with the project in a collaborative
fashion. It should also be noted that the County has adopted a policy to allow for the
replacement of non-compliant septic systems to be delayed for properties in the Village Area that
are to be served by sanitary sewer in the near timeframe. This administrative flexibility related to non-compliant septic systems offered by the County Health Department is another time
sensitive factor that supports moving forward with the extension of sanitary sewer sooner rather
than later. The flexibility offered by the County is founded in the premise that the City will be
extending sewer to the Village. Should the City choose to delay the extension of sanitary sewer,
the County may want to revisit the policy of leaving non-compliant systems in place until sewer is available. Therefore, it is important to note that the Downtown Street and Utility Project is
fundamentally a sewer project, installing the trunk gravity sewer mains that will serve the
existing portions of the Village Area.
In addition to sewer, the installation of a regional storm water management system is the other
fundamental challenge that the downtown project will significantly improve. Along with the installation of sanitary sewer and replacement of aging watermain, the proposed scope of work
includes the installation of storm sewer in the downtown area. The storm sewer as proposed will
collect a significant amount of storm water that collects in the downtown area originating from
the northwest, and direct it to a downstream regional infiltration basin north of Reid Park. The
proposed system as designed will significantly reduce the volume of surface water that flows through the downtown, across the downtown baseball fields (Lions and VFW Park) and direct it
to the south. From the southern regional infiltration basin, the storm water that does not infiltrate
in larger events would then be directed to the planned storm water facilities within the Easton
Village residential subdivision. All of these facilities are being coordinated with the City,
Washington County, the Valley Branch Watershed District, and the private landowners. It has been a significant amount of work to bring all parties together to arrive at the proposed design.
While the County road work is a driving factor behind the timing of the project, the downtown
project is fundamentally a sewer project and a storm water management project.
In addition to the utility improvements being proposed as part of the project, all affected streets
will need to be reconstructed as a result of the underground utility work. When planning a complete street reconstruction, the County and the City are presented with the opportunity to
design and construct these facilities in a manner that is consistent with other plans and policies.
For example, Washington County has made a concerted effort to include multi-modal facilities,
allowing for safe walking and biking, with all projects for County arterial roads. In addition, the
City has also been planning for pedestrian facilities within the Village Area and downtown as guided by the Village Land Use Plan. Based upon these planning efforts and policies, the City
and County are both interested in including multi-modal facilities within the downtown project.
Further detail of the policy and planning reasons behind pedestrian facilities can be found in
Attachment #7, the Frequently Asked Questions exhibit. As part of the downtown project, the
following streets will be reconstructed in two phases:

• 2015: Laverne Avenue North (from Upper 33rd St. to Trunk Highway 5), Upper 33rd
Street North (from Lake Elmo Ave. to Laverne Ave.), and 36th Street North (from Lake
Elmo Ave. to Laverne Ave.)
• 2016: Lake Elmo Avenue North (from 30th St. to Trunk Highway 5) and 30th Street (from
the lift station location to Lake Elmo Ave.)
For illustrative detail on the proposed phasing of the project, see Attachment #1, Project Map.
The proposed design as recommended by staff for the streets and utilities is found in Attachment #3. This proposed design is based on a year-long collaborative effort between the City and the County. The staff recommended design will be further described in a forthcoming section of this
report.
With regards to schedule, the project as proposed is split into two phases of construction in 2015
and 2016, as noted previously. The most up-to-date version of the proposed schedule is found in Attachment #2, Project Schedule. Within this proposed schedule, there are some important process and timeline factors that must be noted. First, it is important to highlight the fact that the
municipal consent process will be broken up into two phases; municipal consent for Phase I
(2015 work) and municipal consent for Phase II (2016 work). The separation of the municipal
consent process is a recent development in the City and County’s timeline. The reason to separate municipal consent is that the City and County agree that additional neighborhood meetings to discuss alternatives for Lake Elmo Ave. (CSAH 17) and 30th Street are warranted.
These meeting will likely take place in late February. While additional input is needed for the
2016 work, City and County staff are confident that enough information and preliminary design
work has been completed to proceed with the municipal consent process for Phase I of the Downtown Street and Utility Project. It should also be noted that the City and County are nearing the deadline where construction in 2015 will not be possible if the consent process is
delayed for any significant amount of time. For that reason, staff is recommending that the City
Council take action on municipal consent at the February 3rd City Council meeting. If municipal
consent for Phase I of the project proceeds, it is likely that construction could begin in July of 2015 per the proposed schedule (Attachment #2). After splitting the municipal consent process between Phase I and Phase II, the likely time period for municipal consent for Phase II of the
Downtown Street and Utility would occur in late March or early April of 2015. In terms of why
it is important to proceed with the schedule as proposed, there are two factors that should be
noted: 1) It is important to bid the project as early as possible for a competitive price, and 2) Adequate construction time is needed to ensure asphalt is placed prior to winter frost conditions to have a paved surface for the winter months. Overall, City and County staff are confident that
the proposed schedule will allow for a successful project, but it should be noted that the dates are
time sensitive. Delays the proposed schedule would likely result in pushing the project back to
the following year.
PROCESS/COMMUNITY ENGAGEMENT:
As part of the Downtown Street and Utility Project, the City and County have undergone a
significant planning process and community engagement effort. The process to begin planning the downtown project started in January of 2014. To begin planning the downtown project, a

Project Management Team (PMT) was formed, consisting of staff from the City of Lake Elmo,
Washington County, Valley Branch Watershed District, SEH (consulting engineer) and Damon
Farber and Associates (consulting landscape architect). The Project Management Team was
tasked with formulating a preliminary recommended design to present to the Lake Elmo City Council and Washington County Board of Commissioners for approval. As a starting point, the
policy documents that informed the recommended design include the City of Lake Elmo
Comprehensive Plan (Village Land Use Plan, Transportation Plan, Trail Plan, etc.) and
Washington County Comprehensive Plan, both of which emphasize the important of multi-modal
facilities, especially in the Village Area of Lake Elmo. Based on the guidance of these guiding plans, the members of the PMT prepared a preliminary design that has undergone significant
development and revision since its inception point. Since January of 2014, there have been 13
PMT meetings to coordinate community engagement efforts, Preliminary Design preparation,
design modifications, regional storm water study, construction schedule, and other critical
elements of the project. If the Municipal and County consent process moves forward, the consulting engineers will move into the Final Design phase of the project. Looking ahead,
members of the PMT will continue to work on timing/phasing, construction, and individual
property owner concerns should the project proceed according to the proposed schedule.
Given the importance of the Downtown Street and Utility Project, it was critical for both the City
and County to conduct a significant community engagement effort as part of the process. Over the course of the last year, the City and County held 3 public open houses (3/13/14, 6/12/14 and
12/11/14), 1 downtown summit meeting (10/14/14), 3 neighborhood focus group sessions
(1/14/15), and completed a written survey for sidewalks along 30th Street (results published
10/15/14). All of the feedback and comments regarding the preliminary design of the project is
found in Attachment #6 in chronological order. In addition, as the first stage of municipal consent relates only to Phase I of the project (2015 construction), the City and County intend to conduct additional neighborhood meetings for the Phase II portions of the project (Lake Elmo
Avenue and 30th Street). These additional neighborhood meeting will likely occur in late
February and early March. This additional input will inform design modifications leading up to
the Municipal and County consent process in late March/early April of 2015 according to the proposed schedule (Attachment #2). Overall, City and County staff are confident that an
effective community engagement process for the Downtown Street and Utility Project has
occurred, as a great deal of valuable input has been gained.
STAFF RECOMMENDED DESIGN: The Staff Recommended Design for the total project at the time of this workshop is found in
Attachment #3. In preparing a recommended design over the last year, the members of the
Project Management Team took many factors into consideration. Factors that influence the
design include municipal state aid standards, traffic and civil engineering best practices, County and City Comprehensive Plans, planning best practices, and community input and engagement, among others. The staff recommended design is very similar to the design that was presented at
public open house #3 (12/11/14). The Staff recommended design has become the baseline design
for comparisons to various design alternatives that have been requested by property owners, City
Council Members, County Board Members, and others who have taken interest in the project.

City and County Staff put forth this recommended design as a means to most effectively achieve
City and County goals as specified in their Comprehensive Plans.
DESIGN ALTERNATIVES: Throughout the processing of developing a recommended preliminary design for the Downtown
Street and Utility Project, City and County staff have explored multiple alternatives for various
segments of the project to mitigate potential impacts to properties caused by construction, or in
response to neighborhood feedback. This section of the report is intended to describe the various alternatives that were studied. It should also be noted that a design matrix is provided that shows
the anticipated tree impacts and parking stalls provided by the various design alternatives.
• Laverne Avenue (36th Street to TH 5). The staff recommended design for Laverne Ave.
included sidewalks and parking on both sides of the street. This recommendation is based on Laverne’s proximity to the downtown area, existing commercial and public uses on the street (Twin Point Tavern, Village Wine and Spirits, Christ Lutheran Church,
Lions park also nearby), reported traffic patterns and speeds on the road, and guidance of
Village Land Use Plan to include pedestrian facilities to create a walkable downtown. In
response to the staff recommended design, the property owners of Laverne Ave. submitted a petition to the City (included in Attachment #6) indicating their preference for no sidewalks on Laverne Ave. This sentiment has been shared at community
meetings as well. In response to this neighborhood preference, City and County staff
prepared 5 designs for discussion:
o Option #1 (Recommended): Option #1 reflects the staff recommendation for this corridor. There is 7-foot sidewalks directly behind the curb on both sides, as well as 8-foot parking lane on both sides.
o Option #2: Option #2 presents a design with sidewalks on both sides, but removes
on-street parking. This design was not well supported, as on-street parking was
identified as a need by some property owners on Laverne Ave.
o Option #3: Option #3 includes a sidewalk and parking on the west side of the street only. Parking and sidewalk on the west side were supported by Christ
Lutheran Church at the neighborhood focus meeting on 1/14/15. In addition, the
representative of Twin Point Tavern also noted finding value in on-street parking
on the west side. Of the various alternatives to the recommended design, staff would recommend that the Council consider Option #3 above the other alternatives, as the neighborhood has indicated that this is a favorable option
amongst those presented.
o Option #4: Option #4 includes parking on both sides of the street, but no
sidewalks. The property owners indicated that parking on both sides was above and beyond the current and future need for the corridor.
o Option #5: Option #5 is the same design as option #3, except that a bituminous
trail is provided as opposed to a concrete sidewalk. As the trail segment does not
lead to a planned future trail connection in this area, and concrete sidewalks are

more common pedestrian facilities in downtown areas, staff would recommend
that concrete sidewalks over a bituminous trail in this specific location.
• 36th Street (Lake Elmo Ave. to Laverne Ave.). The staff recommended design for 36th Street is sidewalk on both sides with limited 8-foot parking on both sides of the street in specific locations. It should be noted that 36th Street is planned as the main corridor to
connect to future developing area in the eastern side of the Village. 36th Street is
planned to connect to the Village Parkway minor collector road, allowing residents to
travel to downtown by bike or on-foot. For this reason, pedestrian facilities are planned on both sides of this corridor, as staff anticipates the traffic volume of this road to increase when the eastern and southern portions of the Village are built-out. Staff has
provided two alternatives for discussion:
o Option #1 (Recommended): Option #1 is the staff recommended design. As
previously noted, it is anticipated that 36th Street will be a more important roadway for the downtown in the future, bringing more traffic to the downtown area.
o Option #2: Option #2 is similar to Option #1, except the sidewalk on the north
side of 36th Street has been removed. This option is presented in response to
concern over the amount of pedestrian traffic, as well as impact to trees in the area. It should be noted that the south side of Christ Lutheran Church does occupy half of the 36th Street block on the north side. Staff would recommend
that a sidewalk be in place for a facility/land use of this time that can at times
generate higher amounts of activity.
• Lake Elmo Ave. north of 36th Street (36th Street to TH 5). The staff recommended design for this section includes a 7-foot sidewalk directly behind the curb on both sides,
parking on the west side of the street, with a right-turn lane on the east side of the street
for northbound CSAH 17. Brining the sidewalk directly behind the curb was done to
minimize impact to mature trees within this corridor. Once again, neighborhood feedback in this area questioned the need for sidewalks on both sides of Lake Elmo Avenue. City and County staff find that pedestrian facilities are important along the
downtown stretch of Lake Elmo Ave. Not only is Lake Elmo Ave. the main street for the
Lake Elmo community, but it is also anticipated to serve projected traffic volume of
nearly 9,000 vehicles per day out to 2040. At this level of traffic, both County and City staff recommend having off-road pedestrian facilities on both sides of the street. The following options were evaluated for this section of CSAH 17:
o Option #1: Option #1 includes sidewalk on both sides, but in the form of a 5-foot
walk with a 5-foot boulevard. The positive benefits of this option is that the
boulevard would allow greater area for snow storage when the County plows Lake Elmo Ave.
o Option #2 (Recommended): Option #2 is the staff recommended design with 7-
foot walks directly behind the curb. The sidewalks were pulled into the cross
section to minimize impact to nearby trees. Some impacts are still unavoidable.

o Option #3: Option # 3 includes a 7-foot walk on the west side only. This option
was evaluated in response to neighborhood sentiment that sidewalks were not
needed on both sides of Lake Elmo Ave. As previously stated, both City and
County Staff do not recommend this as an option, as pedestrian facilities on both sides of downtown main street are important for public safety, economic
development, community aesthetic, and to achieve the goal of a walkable
downtown.
o Option #4: Option #4 is similar to Option #2, except that 4 parking spots on the
west side of Lake Elmo Ave have been eliminated. The purpose of eliminating these parking spots is to shift the centerline of the road slightly to the west and
bring the sidewalk in to reduce impact to nearby trees. This design alternative
does save one additional tree according to the preliminary construction limits.
• Lake Elmo Avenue south of the Railroad Tracks (30th Street to RR Tracks). The staff recommended design for this section includes a trail on the west side of the road and a sidewalk on the east side. In addition, parking was eliminated on the recommended
design, as a majority of residents noted that parking is not necessary on this corridor.
Due to continued discussion with property owners along this corridor, the County and
City have decided to hold additional neighborhood meetings. Municipal consent for the design of CSAH 17 and 30th Street is not required until late March/early April, allowing for more time to refine the design. In response to community feedback, the City and
County have prepared the following alternatives:
o Option #1 (Recommended): Option #1 is the recommended design and has been
presented consistently at various community meeting. There are pedestrian facilities on both sides (trail on west, sidewalk on east). As noted, parking was eliminated due to lack of community need. However, some property owners did
note that it was useful to have parking, so the County is going to reexamine this
issue.
o Option #2: Option 2 includes a sidewalk on the west side of Lake Elmo Ave. and a 10-foot parking lane provided on the east side of the road. This alternative is presented based on neighborhood input, noting that pedestrian facilities are only
needed on one side of the road. It should be noted reducing pedestrian facilities
to one side of the road does decrease tree impacts as shown in the attached design
matrix. However, the drawback of sidewalk on only one side is that half of the corridor will not have direct access to a separated pedestrian facility on a road that is anticipated to serve nearly 9,000 vehicles per day out to 2040.
o Option #3: Option #3 is the same as Option #2 except it is reversed. Sidewalk is
provided on the east side of the street, while parking is provided on the west side.
One consideration worth mentioning is that if pedestrian facilities are to only be provided on one side, it may make more sense to locate them on the east side, as it would provide for easier access to planned pedestrian facilities on 30th Street,
eliminating an additional unnecessary crossing of CSAH 17.

o Option #4: Option #4 is similar to the recommended design in Option #1, except
that the trail has been replaced by a 5-foot sidewalk. In this design alternative,
both sides have a 5-foot walk with boulevards, except in areas that are a
challenge due to grade/retaining walls. It should be noted that this option provides pedestrian facilities on both sides while reducing the impacts to trees.
This reduced footprint is achieved by shrinking the proposed trail in Option #1 to
a sidewalk in Option #4.
As noted previously, the City and County intend to conduct additional neighborhood
meetings on CSAH 17 and 30th Street (the Phase II portions of the project). Municipal consent for Phase II is not needed until late March/early April, so there is additional time to refine the designs of these sections. Whereas City and County staff are confident in the
direction and designs of the Phase I work, additional neighborhood input and engagement
is warranted for the Phase II work.
RECOMMENDATION:
It is the goal of staff to provide a wide overview of the project and significant design detail to
inform both the City Council and Washington County Board of Commissioners of the project
scope and purpose, design process and community engagement efforts, staff recommended
design, and design alternatives that have been explored as part of the project. It is the recommendation of staff that the City Council proceed to a municipal consent action for Phase I
of the Downtown Street and Utility Project at the next City Council meeting on February 3rd,
2015.

Meeting Description
The meeting was held on 3/13/14 at Christ Lutheran Church, Lake Elmo, MN (Atrium & Fireside Room) from 4:00‐7:00.
It was an open house style format with presentation boards around the perimeter of the Atrium and a large aerial photo
of the corridor on a long table in the center of the room. Presentation materials included information on the regional
drainage study, City‐led utility improvements, and the County’s roadway reconstruction project. The Fireside Room had
Google Earth on a large screen with staff available to discuss the project corridor and context. There was no formal
presentation and staff answered questions and collected feedback one‐on‐one. Comment cards were available.

Comment Card 1:
On Lake Elmo Avenue between 30th St and Hwy 5, provide one side bike lane, parking, and sidewalk.
Between 30th St and I‐94, provide a marked/labeled one side space for biking, parking, and walking. Currently,
there are two relatively wide shoulders on this stretch which gets used for the above activities. Shifting traffic to
one side would provide a wider space on the opposite side for biking, parking, and walking.

* Please slow down speed limit from Hwy 5 to 20th Street North. (Had a good friend hit by car and dog killed Dec

* Septic for those of us with failing city sewer systems.

When you rebuild 30th Street to Reid Park, please consider a walk/bike path. As it stands now, two cannot walk
abreast without entering the traffic lane.

Please do as little as possible to change Lake Elmo Ave—from 30th to Railroad.
1) Keep traffic count low
2) People rarely park on that 30th to RR
‐ Don’t widen
‐ Keep walking/biking together
‐ Already wheelchair accessible
3) Lake Elmo Ave – 30th to RR and RR south all residential
‐ Beautiful views of lake
‐ No need for speed
‐ People can walk along Lake safely already or bike
4) Low traffic count in evenings‐ very few people park on Lake Elmo Ave, RR to 26th
5) Best to reduce speed, keep width same
‐ Could bury overhead electrical lines to enhance beauty
Comment Card 5:
1) Like the “dog leg” development for MN5 & Manning. Connecting MN 5 to 40th (MN14). A much safer
intersection. It can be managed in a number of ways with lights, roundabouts, and stop signs.
2) Use of rain gardens as a support to water management. Using “prairie model”, they could involve little
care/maintenance. Where there is support, more structured models could be developed (flower gardens,
Annual/Perennial)
3) No senior housing on top of railroad tracks. I can’t think of a worse population for abodes that feature
100++ decibel train noise.
4) Underground utilities! Pay for it once rather than after each weather event.
5) Enough for now.

What is the depth that the sewer is from 30th North – Cost to dewater‐
Recycle the runoff—Keep as much water here to fill the aquifer—we did just put in a new well.

Frank Tichnor Notes
I spoke with one resident who understood the need for all the improvements but just wanted the design to be
understated…….in other words, no need for too many extras. She also didn’t see the need for expanded
pedestrian facilities in downtown because she did not feel the downtown area would ever make it with retail.
Another resident was concerned about speed on Lake Elmo Ave as well as excessive truck traffic and wanted this
project to address those concerns.
Many were very happy to hear that signals were being installed this year at TH 5.
I had a few conversations with folks interested in parking on downtown and even pointed out lots that could
potentially be used (Dr. Baillies old building south of the RR tracks on the east side). One commented that the
bump outs would take away parking spaces and so should be limited.
Otherwise the focus of most of my other conversations were directed toward drainage issues and sewer
connections. For instance, the neighborhood south of the RR tracks and east of Lake Elmo Ave (no in the Down’s
Lake watershed but actually the Lake Elmo Watershed) wanted to make sure the stormwater was controlled in
such a manner as to not cause flooding but still feed the two ponds within Reid park.
Ann Pung‐Terwedo Notes
‐ I spoke with a number of seniors who live in the “Old Village” and had questions about sewer and costs. Lots of
water and drainage problems in the spring.

‐ John Schlitz would like the electrical upgraded. He currently has a generator in case the power goes out. Would
like the “image” of the Village upgraded.
‐Todd Streetar, Stillwater Area Chamber, Great Project‐Why is the County leading it?
‐There was a comment on the Regional Trail. Does not like it on CSAH 17. Would like it through the Park.
‐Wendy Griffin……Has issues about the speed and volume of traffic. Doesn’t want the Regional Trail on Lake
Elmo Avenue. Not enough room. Can’t cross the street to the lake in the summer. They are transporting Silica
Sand to the Village and loading it onto trains.
‐Jeff Berg……The new housing will take away from the rural character.
‐Kathy Weeks, Lives next to the car repair shop at TH5 and CSAH 17. Concerned about traffic at the intersection
and the new signals.
How will it impact my driveway and access?
‐ Steve Delapp, Lake Elmo Library, wants landscaping, boulevard and trees in front of the library. Will put table
and chairs on sidewalk even if you aren’t allowed.
Sue Mason Notes
Area south of RR.
I heard one homeowner on the route say they definitely were in favor of trail/walk and if had to choose
between parking or a walk, they would choose a walk.
I also heard from a homeowner along the route that thinks the shoulder is just fine for walking and biking and
nothing more is needed. It is only 35 mph and she had lived there for 40 years.
I talked to probably 3 or 4 others that walk along there from other places that think a separated walk/trail would
be good
I talked to another person outside of the project area that he was opposed to the County (his taxes) paying for
any parking, increased impervious surface etc. in that area. And this person also felt strongly about having a
grassy boulevard between the walk and curb.
Downtown
Talked to people interested in what it was going to look like, some wanting it beautiful, some thinking more
sidewalk is all they need (We do not need a fancy street scape with pots of flowers!)
Talked to a couple business owners worried about construction and how the work will be staged. Many
acknowledged that they have good access from Laverne
Talked to a couple people who live downtown and they were happy to get information
Talked to a person connected to the library and is active in the community about a dream to change the access
along the north side of the library to a walk way that would connect to the east to the park and felt strongly
about having trees out front.

I am thrilled city sewer is coming in 2015. It’s long overdue. I hope also, that the Laverne Ave reconstruction
and culverts to handle water help alleviate the severe flooding we have on my property and Lions Park across
from me.
Also, the addition of traffic signal lights on CSAH 17 (two places) is wonderful. This has been a severe safety
issue.
I think the planning shown is right on! Good job. Let’s hope for a quick implementation!

The indicated locations for future regional trail will be very well received. This trail should be installed at the
same time that Manning Ave is reconstructed.
Comment Card 3: (Todd Williams)
Plans look good. You seem to be considering the important issues.
How will you show clearly which side of streets are the bike lanes and which are “pedestrian only”?
Comment Card 4: (Rolf Larson, 11720 Little Bluestem Ct. N.)
1) I really like the flow for traffic (Cars, Walking, Bicycling, Etc) of all types within the CSAH 17 corridor. It sets a
good stable standard for connecting neighborhoods throughout the community with the old village. The old
village should be a hub.
2) Though not the topic of this event, I am concerned about safe pedestrian crossings across State Highway 5.
For both the sake of safety and commerce, the growing population in the North section of Old Village
Development need to have safe passage to get to businesses like Hagberg’s, ball fields on the south side of 5
and to Lake Elmo Elementary, Lake Elmo Bank on the north side of the highway.
3) Another idea for a crossing: could the City consider a natural bridge (Wildlife Overpass) such as is found in
Banff National Park in Alberta Canada. A portion could be set aside for walkers and bicyclists. The rest could
be covered with soil and add prairie grass and shrubs to encourage wildlife to cross safely to Sunfish Lake
Park to the Lake Elmo Park Preserve. This would be an important addition to the wildlife corridor on the
East side of the Cities. I will find some pictures to help you visualize the concept.

2. Ann and Steve Engdahl wanted it known that their property at 3296 Lake Elmo Ave. N. experienced flooding or
drainage issues off of Lake Elmo Ave.

30th Street Sidewalk
Date: 10/15/14
The City conducted a survey to gain insight into public opinion regarding
a sidewalk being installed on the south side of 30th Street near Lake Elmo
Ave. The survey asked two question and provided a section for residents
to write comments or concerns. In total, 57 residents responded with the
majority in favor of the sidewalk. The results of the survey are as follows:
Question 1: Would you be in favor of the City installing a sidewalk on the
south side of 30th Street?
Results:
67% (38 of 57 answered “Yes”
28% (16 of 57) answered “No”
6% (3 of 57) answered “Undecided”
Question 2: Would you be willing to sell/provide a minimal amount
(approx. 10-15 feet) of additional right-of-way on the south side of 30th
Street for the City to complete the improvements?
Results:
21% (12 of 57) answered “Yes”
17.5% (10 of 57) answered “No”

A wide range of comments were received, but the issues of safety,
connection, property value and snow removal maintenance received the
most comments.
Safety:
We would love to have a safe connection from Heritage Farms
neighborhood to the downtown area. The road near 30th Street and Lisbon
is narrow for walking, running, and biking especially for the safety of
children.
A sidewalk along 30th Street would greatly improve the safety of both
bikes and pet walkers.
This would make 30th a more safe walking/biking road.
I walk my dog every day on 30th (for 15 years). I have almost been hit
many times!
We live on Lisbon Ave N and run/walk on 30th all year long. Sidewalks
are needed!!! The road is too narrow and vehicles don’t always yield to
pedestrians. Should have been done 17 years ago!
It is needed for safety and to be connected to the village .
We now rent our property in Lake Elmo so I don’t feel our input is very
applicable. Also, the property we own is on the north side of 30th and
away from the road. However, as a runner, and a mother, it felt dangerous
to go down that street.
Needed attention, very hard to walk in this area. Almost been hit by cars
when walking.
Snow Removal Maintenance:
If the sidewalk is installed, will the property owners be required to keep
clean (snow removal in winter?)
Shovel and plow in winter!
Sidewalks mean snow removal. We work retail and can’t always make
it happen in a timely manner. Use the street north of 30th and wind it
through the park and out.
I don’t want to do the maintenance on the sidewalk in winter. I think it is
just fine the way it is. I enjoy the country living without a sidewalk.
The north side may be viable, if the sidewalk is located where the existing
curb is and the road is shifted to the south while potentially viable, the
cost would likely be prohibitive. A sidewalk would be nice, but who will
maintain it, shovel it, etc. What about adding 4 to 6 feet to the road width?
This would allow a wider bike/walking lane on each side of the street.
The project would take out valued trees, cause a liability for shoveling the
sidewalk and add cost of taxes where the expensive sewer. Put it on the
north side of 30th.
Property Value:
Would there be a cost to homeowners on 30th Street-an assessment?
Would the sidewalk affect property values? Not in favor of increased costs
for the residents since it will serve the whole city.
It would not be good for our property value to have a sidewalk in our
backyard. Stormwater drain in 15ft area “works good” and power pole
cable supports to south in 15ft area.
Comments
We were told when we built our home that there would be a path from
Lisbon Ave N to Lake Elmo Ave on 30th Street. However, when they redid
the road, they did not put in the path. Lake Elmo needs sidewalks and
paths so our children and adults can walk safely in our community.
At present, it is dangerous to walk 30th Street. Sidewalk or a wide shoulder
on the south side would be a great improvement.
We need a safe walking “path” on 30th Street! So many people of all
ages walk along 30th...which is too narrow for strollers etc. Please... for
everyone’s safety...designate a sidewalk, right-of-way, etc. Thank you!
When 30th was upgraded, pedestrians lost adequate shoulders on this
street. We don’t really need a sidewalk, we need wider shoulders on the
sides of 30th. Come up with some street design that would FORCE drivers
to drive the posted speed of 30mph! When driving lanes were widened,
driving speeds increased.
Connection:
I love the idea of walking and biking trails cross-cutting through the village.
Leave the car at home! Walk more!

Our HOA may have property on 30th, if so, I’d be in favor of providing
the right of way for this purpose.
I am in favor of this as long as nothing happens to the north side of the
road.
Use the north side where the hills across from us consist of dead grass
hills which are unusable, and there is the park. Take that land. Last time
30th changed, we lost land and 5 trees with no compensation. What we
have now is more traffic and speeding school buses. We have limited
parking space trying to stay away from the pine sap. Few walkers use 30th
St. Sidewalks mean snow removal. We work retail and can’t always make
it happen in a timely manner. Use the street north of 30th and wind it
through the park and out.
Extend path from Lisbon into Reid Park on north side of 30th. Improve
trails in Reid Park.
Do this ASAP- Clear out trees and brush in front of park so park is in full
view. Place crosswalk paint from sidewalk to park. Park not used because
dark, dreary, possibly dangerous for children.
If the price is right, I’d be willing to sell 10-15 ft.
There is already a sidewalk in place and our property is part of the MN
Land Trust.
Talked to neighbors and they definitely do not want it.

Meeting Description
The meeting was held on 12/11/14 at Christ Lutheran Church, Lake Elmo, MN (Atrium) from 5:00‐7:00 pm.
It was an open house style format with presentation boards around the perimeter of the Atrium and two layouts on a
table in the center of the room. Google Earth was available on a monitor in the Atrium. Presentation materials included
information on the regional drainage study, City‐led utility improvements, and the County’s roadway reconstruction
project. There was no formal presentation and staff answered questions and collected feedback one‐on‐one. Comment
cards were available.

45 degree of latitude passes directly through downtown Lake Elmo. This line of latitude is significant
because it marks the midpoint between the equator and the North Pole. I believe it would be great if
something could be done to bring attention to this special location. Perhaps a plaque in the sidewalk or sign
in the Park would be appropriate to notify people that they are at the exact middle of the northern
hemisphere!

I support improvements for better utility services and safer pathways for pedestrians. However we need to
be realistic about the future of the downtown area. It is a destination commerce area. I do not see a
significant increase in foot traffic for the limited retail section of the Old Village.
The old bank and parking lot is sufficient area for people to park and walk to specific businesses. I do not
see the need for sidewalks on both sides of all old village streets. There are more residents than businesses
so where are you anticipating all of this foot traffic to be coming for? If you are planning on building
businesses on Hwy 5 – people will drive there and expect parking on Hwy 5. No one is going to be walking
from Hwy 5 to the downtown area.
I am not sure your visions are aligned with the reality of what 1‐2 city blocks can produce as far as an
increase in business.

I am disappointed the access from Lake Elmo Ave to the parking lot for the library is being cut off. It would
have been good for the City to contact the library regarding this plan.
The trees on Lake Elmo Avenue should not be removed. There is not enough money that can be paid to the
homeowner to compensate them. Their property value will go down and the character of Lake Elmo will be
ever changed.
Sidewalks are not necessary. Please ask all residents (tax paying residents who will be affected) of the area
of they want them.
Who will be responsible for clearing them in the winter?

I spoke with a daycare provider that is very happy that sidewalks will be continuous along both sides of Lake

Casey Riley Notes
A resident from Fields of St. Croix was very interested in the trail system and would like a more walkable
community and emphasized his desire to walk and bike to downtown safely.
I spoke with a woman who has a septic tank that is failing. She lives off of 35th Street and won’t get to connect to
the sewer until 2017‐2019. She was upset the sewer would take so long to build. She was also upset because she
has heard repeatedly over the years that the sewer was being built and it hasn’t been built yet.
I spoke with John Lecy about the sidewalk on 30th Street. He does not want the sidewalk at all. He said that 30th
Street doesn’t lead anywhere and people don’t need to walk on it. He would like to widen the road and reduce
the speed limit.
I also spoke with Donald Klassen who is neighbors with John Lecy. He is in favor of the sidewalk on 30th and
thinks it is needed for safety.
I spoke with a resident who is receiving a retaining wall. He was unhappy about how far the project intruded
into his yard and impacted his land. He wanted to eliminate either the sidewalk or the trail on Lake Elmo Ave
after the railroad tracks.
Several residents were worried about the process of hiring a private contractor to hook up their sewer to the
system, and how much it may cost.

I talked to people concerned with accidents at 30th and Lake Elmo Avenue, due to the curve. Also concerned
with new traffic adding to the intersection and trails ending and people crossing there.
We also talked to two homeowners that are just south of the tracks on the west side that have houses close to
the tracks. One is concerned with mail service, both with the proximity of the roadway and proposed wall.
I did not hear any large support of parking south of the tracks, fairly ambivalent ‐ people use it when they have
company, generally more concern for trees.

Here are a couple of things I heard:
1. Lots of discussion about trees and sidewalks. Trees and sidewalks. Trees and sidewalks. And also some
sewer but no surprise there.
2. They all love their trees and generally don’t like sidewalks. Although I think they would eventually like
them if they had them.
3. Interesting tidbit…the 45th parallel goes through downtown (somewhere close to the post office).
4. Lake Elmo (north of 36th): residents on east side don’t want a sidewalk / want to keep existing trees. (At
a minimum – I think we should have a sidewalk directly behind the curb).
5. Laverne: my understanding is that they were okay with a sidewalk on the west side only. No sidewalk
on east side.
6. 36th: Although there wasn’t any resident reaction to 36th – I think we need to look at eliminating
parking on the south side. Our current layout is probably too close to the Church parking lot and house.
7. Lake Elmo (south of RR): lots of discussion. Could potentially eliminate on‐street parking (not used very
often). Could also locate sidewalk (both sides) directly behind curb. Stripped bike
lane/shoulder. Narrow potential grading limits and existing tree impacts.

Meeting Description
The neighborhood focus groups were held on 1/14/15 in the Lake Elmo City Hall Council Chambers. Three groups met
for 45 minutes each starting at 5:30 pm, 6:15 pm, and 7:00 pm. Group 1 included 17 properties on CSAH 17 south of the
tracks, Group 2 included 8 properties on CSAH 17 at Hwy 5, and Group 3 included 12 properties on Laverne Ave. Each
group was given a brief introductory presentation and then either broke out into one‐on‐one sessions or had a group
Q&A. Presentation materials included layout alternatives and cross sections at each property within the three groups.
FAQ sheets on Right‐of‐Way and Compensation, Tree Impacts, and Pedestrian Facilities were also distributed. Comment
cards were available.

Nick Johnson notes
These are the things I heard at last night’s meeting:
The County/City should hire an arborist to consult on all tree removals, as some species are more resilient
than others when it comes to construction impacts.
I met with Mike and Vicki Graczyk (3360 Lake Elmo Ave.), and they were encouraged that the flat or usable
space of their front yard would remain approximately the same dimension. They did not have any clear
preference for the retaining wall type at this time.
Michael and Chloe Swan (3348 Lake Elmo Ave.) wanted to see more possible designs for the retaining
walls, as they did not favor the options presented.
Martin and Silbyk Neumann (Guy with Goatee…Kevin help me out here) (3351 Lake Elmo Ave.) were
favorable to the pedestrian facilities. While not thrilled that trees would need to be removed, they
seemed to understand that tree removals would be necessary to provide the recommended design.
Frank Squadrito (3570 Laverne Ave.) wanted the team to prepare a cross section for his property. He
noted that he would likely follow up for an individual site visit to discuss his issues related to
flooding/drainage.
Justin Lacroix (Twin Point Tavern – 11199 Stillwater Blvd.) wanted to ensure that the tavern still has two
driveways on Laverne Ave. He also expressed concern about how the proposed design would interact
with the tavern’s parking lot. Kevin and I spoke with him and noted that further examination of this issue
is needed, perhaps a site visit.
Rich Kosman (Village Wine and Spirits – 11227 Stillwater Blvd.) also expressed concern how the proposed
design would interact with his parking area on the west side of his building. Further examination of this
issue is warranted.
Representatives from Christ Lutheran Church (Jim Kelly, Roger Knutson, etc.) noted they are in favor of on‐
street parking and sidewalks on west side of street.
I met with Rich Kosman of Village Wine today (day after focus groups). He noted that he has concerns
about water coming onto his property. There is an existing catch basin at the corner of Laverne and TH5
on the west side by Twin Point. Nevertheless, Rich says that water flows back to his property in in
between his building and the neighbors (Guerin 3699 Laverne). He noted that the Guerin home floods in
the back yard when this occurs.

1. CSAH 17 south of RR tracks
a. There is still interest in parking on one side
b. Many comments that said only one trail needed
c. We will organize another neighborhood meeting for CSAH 17 where we will present three main
alternatives for this section….1)the current design with 5 foot sidewalks on both sides, 2) 5 foot
sidewalk on east side with parking on west side, and 3) 5 foot sidewalk on west side with parking on
east side.
2. CSAH 17 north of 36th street
a. We will consider an option where we grade the area behind the curb on the east side of CSAH 17
but not build the sidewalk now. We will, however, build the sidewalk when TH 5 is turned back to
the County and rebuilt with pedestrian facilities.

Below are additional comments/concerns that I heard at the meetings:
I talked with Michael and Chloe Swan (3360 LEA) – Chloe said she had a specific idea of retaining walls she might
like better. While they know we can’t necessarily accommodate these wishes, I asked her to send me examples
of walls they might like better. Another concern on their property is the existing retaining wall – we will have to
look at whether we can match this wall; or whether we need to re‐construct the entire thing. Also talked with
them about the possibility of moving a few of their trees – at least 2 of them would be pretty easy for the Swans
to move and replant. Their opinion regarding parking south of the tracks is that it is not needed.
The appraiser brought to my attention on Wednesday, that the church thinks their septic system is within the TE
area. I told the appraiser that we’d take a look at this; but that we would make sure the church can use their
existing septic system until they hook up to the new sanitary sewer line. Other option: the appraiser would add
into the appraisal the cost of moving this septic system to another part of their property; which doesn’t make
much sense because they won’t need it for much longer; and would obviously be very costly.
I also talked with Rich Kosman (Village Wine and Spirits). Going along with Nick’s comments, he expressed
concern over how the access to his business will end up; currently, it is just open – but he wants to know where
the curb will be and where the actual access will be.

1. Group One
‐Talked to the younger couple at 3351. They are on the east side with a proposed wall. They are very pro
sidewalk, parking is not a priority, if parking is chosen over sidewalk, they would rather have sidewalk. They
realize they are losing trees, but are accepting of it. Wall type desired is that which has the smallest
profile/impact, most durable. Looked at their cross section, if we pull in the walk to 7 feet behind the curb, we
do not need a wall.
‐Also talked to their neighbor. Russel Anderson at 3373. He does not think change is needed for much. Council
Member Ann also spoke with him more than I did, not sure what she heard, would be good to follow up. The
tree that is being shown for removal is a 200 year old oak, according to him. At that age, there could be some
public safety issues with it, but I told him we will want to assess it. ‐ and also find his water shut off etc. If we pull
in the walk to 7 feet, we do not need a wall.
2. Group 2
‐ in the group questions, I really only heard two couples loudly opposing the sidewalk, hard to tell what the
others were thinking... except I spoke with Barry and Kathleen Weeks at 3647 Lake Elmo Avenue and they did
not express much concern over their tree loss. They have two ash on either property side and then a maple in
the middle that they would like to save if possible. They told me that Lake Elmo Repair's septic is in the back of
their building, looking at it, we should see if they can get service from Laverne.
3. Group 3
‐ Spoke with the bar owner at Twin Points, he thinks we should build a boulevard as it will look better and
provide the snow storage. He was not opposed to having a walk. We do not have to have the sidewalk in a
strictly "typical" location, but could have places with boulevard and then without. The Church would benefit
with the walk behind the parking and maybe they would be okay with a little wider walk, so we could provide
more snow storage. 10 feet would be better. At the end of the day, Sidewalk on the west side should be the
minimum condition in my opinion.

What is a temporary easement?
A recorded document that will allow the County, City,
and its contractors the rights to access this area of
your property. Many times, temporary easements are
necessary for grading purposes. Th e actual roadway,
utilities, sidewalks, and trails will NOT be in this area.
All rights to the temporary easement area are retained
by the property owner at the end of the easement
timeframe.
When will a temporary easement be used on my
property?
If your property is needed for the purpose of the road
construction project or construction of the trunk lines
for any utilities (storm sewer, watermain, sanitary
sewer, or private utilities), a temporary easement will
be acquired from you.
How is compensation determined for a temporary
easement?
An appraiser (independent from the City or County)
will be hired to appraise your property. Th ey will
determine the value of the temporary easement area.
Th ey will also determine the value of any landscaping
or trees within that temporary easement area.
Once the appraisal is complete, Mindy Leadholm,
Washington County Property Acquisition Manager,
will set up a meeting with you to go over the appraisal.
What is the duration of the temporary easement?
Th e easements needed for the 2015 construction area
(on Laverne Avenue, Upper 33rd Street, and 36th
Street) will be from July 1, 2015 – September 30, 2016.
Th e majority of the work in this area is scheduled for
2015. However, some clean up and restoration work
may be needed in 2016. Th e duration needed for the
temporary easements within the 2016 construction
area (on Lake Elmo Avenue and 30th Street) have not
been determined.
What is a right of entry?
A document between the property owner and the City
of Lake Elmo that allows access to the property for
specifi ed activities and construction.
When will a right of entry be needed on my
property?
When access to the private property is necessary to
provide services (water and sanitary) for this specifi c
private property, a right of entry will be acquired. Th e
property owner will have some input into where this
occurs along their property line.
How is compensation determined for a right of
entry?
Th ere is no compensation for a right of entry.
What is the duration of the right of entry?
On the right of entry document, there will be a
specifi ed time period that the contractor is allowed to
do the work on your private property.
If a tree gets impacted from a sewer or water
service, will I be compensated?
No. Th e City will work with each individual property
to identify locations that avoid tree removal due to
service construction.

Why are trees important?
Trees are an essential element to health of our natural
environment and our communities. Th ey produce
oxygen, fi lter the soil, reduce noise transmission,
slow stormwater run off , reduce air-born carbon and
pollutants, provide shade and windbreaks, prevent soil
erosion, and increase the beauty and value of property.
A healthy urban forest should have a variety of species
and varying levels of maturity.
Will this project aff ect trees?
Yes. Th is project introduces sanitary sewer, storm
sewer, and upgraded utilities to the project area
followed by road construction within the public right-
of-way. Project engineers continue to develop and
refi ne plans that aim to avoid and minimize impacts
where possible, and to mitigate tree loss where it is
unavoidable. Staff are seeking grants to include tree
trenches that improve tree health and provides surface
water management.
Will my trees be aff ected? Can they be saved?
Due to the deep excavation and signifi cant soil
disruption that is required to install sanitary sewer,
upgrade utilities, and reconstruct the roadway;
many trees and shrubs simply can not survive or
fully recover from the proposed construction. Th e
preliminary design plans have identifi ed many trees at
risk of damage or requiring removal. Project staff are
carefully considering design modifi cations on a case
by case basis that may potentially save individual trees
in some locations.

Project staff will be working with a certifi ed arborist
(tree expert) during fi nal design to analyze the
condition and location of individual trees and to
further evaluate the likelihood of tree loss or damage
due to proposed construction activities.
Who pays for tree removals?
Th e project will fully cover all tree removal costs,
on both on public and private land, if they are
impacted by the project and removed at the time of
construction. If a property owner wishes to attempt
save a tree identifi ed as being at risk for damage
during construction, and the tree eventually dies,
then the property owner will be responsible for any
removal costs.
Will my removed trees be replaced?
Th e project includes plans to plant 95 new boulevard
trees within the Village Center. Additional funding is
being sought to provide additional replacement trees.
Are there risks associated with trying to save trees
under these conditions?
Yes. A main concern is that root loss or damage due
to construction impacts not only aff ects the health of
these trees but also their stability. A street tree that
experiences signifi cant root loss or damage will have a
diff erent center of gravity and diminished anchoring
to the ground creating a potential public safety hazard.

What guidance does the Washington County 2030
Comprehensive Plan provide?
Th e Washington County 2030 Comprehensive
Plan has a number of goals and policies which are
implemented by the CSAH 17/Lake Elmo Avenue
Project, including::
• Goal 4-4 Develop a non-motorized transportation
system to provide mobility and recreational
options to the public
• Policy 4-20 Integrate trails and pedestrian and
bicycle uses into the design of the roadway and
transit facilities, as appropriate
• Policy 4-21 Identify and support trail connections
that provide links to parks, cultural and historic
resources, and community destinations
• Policy 4-22 Provide safe and appropriate trail
crossings and access to the county roadway system
• Policy 4-23 Comply with the American with
Disabilities Act (ADA) and guidelines for new and
reconstructed trail and roadway projects.
Implementation strategies
• Discourage uncontrolled pedestrian and bicycle
trail crossings

What guidance does the City of Lake Elmo
Comprehensive Plan provide?
Th e provision of walkability and pedestrian
facilities are key goals of the City of Lake Elmo’s
Comprehensive Plan, the main policy document of
the City. Th e plan includes the following guidance:
• Core principle #3 of the Land Use Plan is a rebirth
of the historic Village Center.
• Objective #3 of the Village Land Use Plan is to
“Create a walkable, viable community with a
distinct center”
• Th e Transportation section of the Village Land
Use Plan notes that “Future road improvements
to Lake Elmo Avenue will include an emphasis
on the pedestrian environment and incorporate
appropriate features including benches, lighting,
sidewalks, and other elements in order to create
an inviting pedestrian environment.” In addition,
“New trails along State Highway 5 and Lake
Elmo Avenue will serve as the backbone for a
trail system that connects the existing and new
development within the Village Planning Area”
• Th e Parks and Trails section of the Village Land
Use Plan: “Th e City will work with Washington
County to incorporate a separated on-grade
bicycle or multi-purpose trail along Lake Elmo
Avenue when this corridor is reconstructed.”
• Principle #8 of the Village Master Plan is to
“Improve connectivity . . . Provide a balanced
network for movement that links local
neighborhoods and Village Area attractions
with city-wide and regional systems, paying
equal attention to cars, bicycles, pedestrians and

• Overall Goal #2: Multimodal Interaction - A fully
developed transportation system enables the best

viable alternative and creates a safe and acceptable
environment for foot or bicycle travel.
• Policy Statement K: Convenient and safe
pedestrian/bike circulation within a community
not only reduces the air quality degradation and
crash risks of the vehicular alternative but also
strengthens the sense of community through
resident interaction. Much of the Village Area,
particularly south of Stillwater Boulevard (Trunk
Highway 5), has historically developed at a density
and in a pattern that encourages pedestrian/bike
circulation. Th at development pattern shall be
continued with new Village area development.
• Some consideration to the future projected traffi c
volumes of these roads should be considered.
Th is project is planned to serve the Village for the
next 50 years, not the next 5. Th e more traffi c on
these streets, the greater the need for separated
pedestrian facilities. Projected 2030 Traffi c
Volumes are the following:
1. 8,000 trips per day on Lake Elmo Avenue
(CSAH 17)
2. 1,200 trips per day on Laverne Avenue
3. 900 trips per day on Upper 33rd Street
4. 2,800 trips per day on 30th Street (Major
Collector Road)
With these levels of traffi c, separated pedestrian
facilities are certainly warranted from a public safety
standpoint.
What feedback did the City of Lake Elmo’s 2013
Park Survey provide regarding parks and trails?
“Overall, walking and hiking is the most popular
park activity engaged in by taxpayers. Biking, nature
observation, and monitoring children are also
frequent activities, which vary in priority slightly
among age groups.”
“Eighty percent (80%) of taxpayers are in favor
of the city developing a trail system that connects
neighborhoods, parks, downtown and schools. Th is
desire is shared evenly among age groups, with slightly
more interest among 26 to 35 year olds.”
“Survey respondents indicated that they would like
to see more paved trails. Th e most common factors
discouraging the use of trails include safety and poor
