The total estimated project cost for the Eagle Point Boulevard Street and Utility Improvements is $1,351,000. The total estimated project cost for the street improvements is $1,243,000 and the sanitary sewer improvements total estimated cost is $108,000. The street improvements will be paid by benefitting property owners, as commercial property is 100% assessable. The sanitary sewer improvements will be paid by the developer, Inwood 10, LLC, per the Petition and Waiver Agreement dated April 21, 2015.
Approval of this resolution does not commit the council to the project costs. Once contractor bids are received, the actual construction costs will be known and the council will be asked to consider entering into a contract to complete the work.

SUMMARY AND ACTION REQUESTED: The City Council is respectfully requested to consider approving the plans and specifications and ordering
the advertisement for bids for the Eagle Point Boulevard Street and Utility Improvements. The recommended motion for this action is as follows:
“Move to approve Resolution No. 2015-46, approving the plans and specifications and ordering the advertisement for bids for the Eagle Point Boulevard Street and Utility Improvements.” LEGISLATIVE HISTORY: During the fall of 2014, the City amended the 2015-2019 CIP, which created bonding capacity to enable the City to pursue improvements to Eagle Point Boulevard in 2015. In January 2015, the City received a petition from property owners representing at least 35% of the properties to be benefitted by the improvements. On April 7, 2015, following a public improvement hearing, the council authorized the preparation of plans and specifications for the Eagle Point Boulevard Street and Utility Improvements.
Approximately 700 feet of sanitary sewer will be included as part of the improvements. The sanitary sewer line will serve the Inwood Development, and will be fully funded by the development. The line is being installed with the street project at this time to avoid future damage to the new street.
In accordance with the project schedule, the plans and specifications for the improvements have been completed and are ready to be advertised for contractor bids.
BACKGROUND INFORMATION: Plans and Specifications have been completed for the Eagle Point Boulevard Street and Utility Improvements. The total estimated project cost is $1,351,000 which includes $1,243,000 for street improvements and $108,000 for sanitary sewer improvements. The improvements include:
• Reconstruction of Eagle Point Boulevard from CSAH 13 to Hudson Boulevard.
• Placement of granular drainage subbase with draintile to address frost heaving actions from underlying soils.
• Extension of storm sewer and additional catch basins to improve surface drainage.
• Extension of sanitary sewer to provide service to the Inwood Development.
• Extension of watermain to provide a connection point for the future trunk watermain along Inwood Avenue.
The street improvements would be 100% assessed against the benefitting properties consistent with the City’s Special Assessment Policy (all properties are commercial). Due to the irregular shaped lots along
Eagle Point Boulevard, the area method will be used to assess the property owners. The sanitary sewer improvements will be 100% assessed to the Inwood Development per the Petition and Waiver Agreement that has been fully executed by the developer and City (see attached no. 5). Trunk watermain improvements have been added to the project to extend a 16-inch diameter watermain across Eagle Point Boulevard to avoid disturbance of the new pavement should the Eagle Point Boulevard project be constructed prior to the Inwood Trunk Watermain Improvements. This would allow a
connection point along Inwood Avenue (north of Eagle Point Boulevard) that would not damage the newly constructed street. The estimated project cost is approximately $40,000 which would be funded through the Water Enterprise Fund.

RECOMMENDATION: Staff is recommending that the City Council approve the plans and specifications and order the
advertisement for bids for the Eagle Point Boulevard Street and Utility Improvements. The recommended motion for this action is as follows:
“Move to approve Resolution No. 2015-46, approving the plans and specifications and ordering the advertisement for bids for the Eagle Point Boulevard Street and Utility Improvements.” ATTACHMENT(S): 1.
