FISCAL IMPACT: None. The total estimated cost for the Inwood Trunk Watermain Improvements is $2,000,000. The project is
being completed in conjunction with the Inwood Water Booster Station Improvement which will be bid as a separate construction package. The project is scheduled to be paid through a combination of the City’s
Water Enterprise Fund, bonding and MN-DEED Water System Grant.
Approval of this resolution does not commit the council to the project costs. Once contractor bids are
received, the actual construction costs will be known and the council will be asked to consider entering
into a contract to complete the work. SUMMARY AND ACTION REQUESTED:
The City Council is respectfully requested to consider approving the plans and specifications, calling
hearing on improvement, and ordering the advertisement for bids for the Inwood Trunk Watermain Improvements. The recommended motion for this action is as follows:

“Move to approve Resolution No. 2016-04, approving the plans and specifications, calling hearing on
improvement and ordering the advertisement for bids for the Inwood Trunk Watermain Improvements.”
LEGISLATIVE HISTORY/BACKGROUND INFORMATION:
In accordance with the 2016 Capital Improvement Plan, the city is extending trunk watermain along Inwood Avenue to deliver city water service to support growth and development along the I-94 corridor. This project serves the new developments between Keats Avenue and Inwood Avenue which includes
Savona (Lennar), Boulder Ponds (Excellsior), Hammes Estates, Inwood PUD (Hans Hagen), and the existing properties within the Eagle Point Business Park.
On January 21, 2014, the council authorized the preparation of plans and specifications for the Inwood Avenue Trunk Watermain Improvements. Then on April 15, 2014 the project was put on hold and the bid date delayed until such a time that the City Administrator could secure the MN-DEED Water System
Grant. The project funding has now been secured and the design consultant, MSA Professional Services, Inc., has updated the construction documents for the improvements to be constructed in 2016.
Plans and Specifications have been completed for the Inwood Trunk Watermain Improvements. The Engineer’s opinion of total project cost is 2,000,000. The improvements include:
• Extension of a 16-inch diameter trunk watermain along Inwood Avenue from 26th Street North to
Eagle Point Boulevard, connecting to the existing water system in the Eagle Point Business Park.
• At the direction of the city council, the project does not include water service to the Parkview
Estates neighborhood.
• Installation of 2 service stubs to existing properties along Inwood Avenue to provide property owners the opportunity to connect to municipal water.
• Traffic control, erosion control, cleanup and restoration.
A feasibility report for this project was adopted by council on December 3, 2013. The report identified an
opportunity to provide water service to residents in the Parkview Estates neighborhood. A public hearing for improvements was held on January 21, 2014 at which time the council heard from property owners in
the neighborhood that they were not interested in City Water. At the conclusion of the hearing, Council directed staff to remove this scope from the proposed improvements.
Two properties along Inwood Avenue have been identified to be assessed a $5,800 lateral benefit assessment since the trunk watermain will be placed adjacent to their residence. It is Staff’s recommendation to call a hearing for improvements to follow the assessment proceedings identified in
State Statute 429. Of these two properties, one assessment will be waived per the land purchase agreement for the Booster Station site. RECOMMENDATION: Staff is recommending that the City Council approve the plans and specifications, call a hearing on the
improvements, and order the advertisement for bids for the Inwood Trunk Watermain Improvements. The recommended motion for this action is as follows:
