SUMMARY AND ACTION REQUESTED: Reconsider vote taken at the December
15th, 2015 Council Meeting regarding the Single Fire Station.
LEGISLATIVE HISTORY: At the December 15, 2015 Council Meeting, the City Council considered a proposal to begin the process of transitioning to a single fire
station operation for the City. The following excerpt from the Meeting Minutes reflects
the motions made on that item:
Mayor Pearson, seconded by Councilmember Bloyer, moved TO DIRECT THE LAKE
ELMO FIRE DEPARTMENT TO MAKE PREPARATIONS AND DESIGNS TO MOVE TO ONE
CENTRALIZED FIRE STATION, IDENTIFY AND SECURE AN APPROPRIATE SITE FOR A
FUTURE FIRE STATION/PUBLIC SAFETY BUILDING.

Councilmember Fliflet, seconded by Councilmember Lundgren, moved TO AMEND THE
PRIMARY MOTION BY STRIKING THE MOTION AND INSERTING “MAKE PREPARATIONS
TO MOVE TO A SINGLE FIRE STATION AND IDENTIFY AN APPROPRIATE SITE. Motion
failed 2 – 2 – 1 (Pearson, Bloyer – nay. Smith – abstain).
Councilmember Smith, seconded by Councilmember Fliflet, moved TO AMEND THE
PRIMARY MOTION TO REMOVE THE LANGUAGE AFTER “STATION”. Motion failed 2 – 3
(Pearson, Bloyer, Lundgren – nay).
Primary motion failed 2 – 3 (Fliflet, Lundgren, Smith – nay).
BACKGROUND INFORMATION (SWOT):
Strengths Ensure long range cost savings, prepare to meet future response needs of community.
Weaknesses Increasing land costs. Delaying action until FD reaches
critical staffing point and delivery of service is impacted.
Opportunities Identify site while land is still available. Learn from other
communities. Possibly partner with Washington County
Sheriff’s Department and Lakeview EMS in combined
Public Safety Facility.
Threats Inability to staff by committing to failing Paid on Call system.
RECOMMENDATION:

concerning the Single Fire Station concept”
