PUBLIC POLICY STATEMENT Council can set policy regarding the cities library
SUMMARY AND ACTION REQUESTED:
Action can be taken to direct staff to seek Associate status, Branch Status, or continue independent status
with regards to the Washington County Library system.
BACKGROUND AND STAFF REPORT:
Washington County will be adopting their Washington County Library Strategic Plan, the morning of the
16th. This plan lays out direction for the whole county regarding Washington County Libraries, Branch
Libraries, Associate Libraries, and Independent Libraries such the Lake Elmo library.
The Strategic plan does state that:
6. Relationships with and provision of services at associate and community
libraries in the County must be accounted for in the Library’s strategic directions. To maintain the strength and effectiveness of the County Library system, additional associate libraries shall not be approved.
In summary, the Washington County Board as of the writing of the document, most likely will be voting
to not allow any additional associate libraries in Washington County. With that said, the Library Board
and the City Council can consider moving to a Branch Library, run by Washington County with support
from Lake Elmo Volunteers, or continue as an independent library outside of the Washington County
system.
RECOMMENDATION:
Two Motions are before the council today.
“Move to continue as an independent library outside of the Washington
County Library System”
“Move to direct the Library Board to negotiate with Washington County and
move towards a branch status library in downtown Lake Elmo.”
