Approval of this resolution commits the council to enter into a construction contract for the project with a construction contract amount of $1,308,404. The improvement will be funded through a combination of the city’s water enterprise fund, bonding, and DEED Grant funds. SUMMARY AND ACTION REQUESTED: The City Council is respectfully requested to consider accepting contractor bids and awarding a contract for the Inwood Water Booster Station Improvements. LEGISLATIVE HISTORY/BACKGROUND INFORMATION: The City Council approved the Plans and Specifications for the Inwood Water Booster Station on January 19, 2016 and authorized staff to advertise the Project for bids. The Project was advertised on QuestCDN.com and in the Oakdale-Lake Elmo Review in accordance with the Minnesota Competitive City Council Meeting [Regular Agenda Item 13] April 5, 2016 -- page 2 -- Bidding requirements. The improvements include a building structure approximately 40-feet by 28-feet to house pumps, discharge piping, electrical equipment, and chemical feed equipment. The building environment is humid and corrosive due to chemicals, so the general building structure will be a slab on grade with masonry load bearing walls and a protective/water resistant coated ceiling. Bids were received, publicly opened, and read aloud on March 3, 2016. The City’s design consultant has prepared and attached the letter of recommendation for the award of the contract together with the Tabulation of Bids. The City received 3 bids for this project, with Magney Construction, Inc. providing the lowest base bid in the amount of $1,308,404. Contractor references for Magney Construction, Inc. were reviewed and verified. The City Engineer and the design consultant are therefore recommending that the Council award the contract to the lowest responsible bidder, Magney Construction, Inc., as outlined in the attached letter. An alternate bid was taken to install a smaller standby generator that would only run one of the two pumps in the event of a power outage. Based on the savings offered for the smaller generator, Staff’s recommendation is to award the contract based on the base bid to maintain the ability for the generator to run both pumps and provide additional flow capacity for fire protection services during a power outage. The project construction costs are higher than previously presented to council due to the need to include automated chlorination sampling and feed equipment along with the building addition necessary to house this added equipment. During the design phase of the project, the additional equipment was found to be required to maintain proper residual chlorine within the system. Following the receipt of bids on March 3rd, staff delayed the project award recommendation to review the project with public works, the design consultant and the Minnesota Department of Health to verify the operational needs, design assumptions and to review opportunities to reduce costs. With the operational needs verified through the MDH and Public Works the project is being recommended to be awarded per the Base Bid. RECOMMENDATION: Staff is recommending that the City Council approve Resolution No. 2016-23, thereby accepting bids and awarding a contract to Magney Construction, Inc., for the Base Bid in the amount of $1,308,404 for the Inwood Water Booster Station Improvements. The recommended motion for this action is as follows: “Move to approve Resolution No. 2016-23, Accepting Bids and Awarding a Contract to Magney Construction, Inc. for the Base Bid in the amount of $1,308,404 for the Inwood Water Booster Station Improvements.” ATTACHMENT(S): 1. NOW, THEREFORE, IT IS HEREBY RESOLVED, 1. The Mayor and City Clerk are hereby authorized and directed to enter into a Contract in accordance with the above ordered Project, in the amount of the Contractor’s lowest responsible bid, and according to the plans and specifications thereof approved by the City Council. 2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next two lowest bidders shall be retained until a contract has been signed.
