BACKGROUND: At the September 20, 2016 meeting only four members of the Council were present for discussion of this
item. Council did not take any action at that meeting. Following the meeting, Council members Lundgren and Smith requested it be brought back to this
meeting. All of the same information presented by Attorney Sonsalla at the last meeting is included in your packet.
