HomeMy WebLinkAboutStaff Report-Council Driven Agenda ItemsSTAFF REPORT DATE: October 4, 2016 REGULAR ITEM #: 25 MOTION TO: Mayor and City Council FROM: Kristina Handt, City Administrator AGENDA ITEM: Council Driven Agenda Items BACKGROUND: Mayor Pearson and Council Member Lundgren have requested this item be placed on the agenda. Prior years, staff or any Council member or Mayor could request an item be placed on the agenda for a meeting. In April, the Council adopted changes to Chap 31 of the City Code that allows staff, two council members or the Mayor and a Council member to place an item on the agenda. ISSUE BEFORE COUNCIL: Should the Council refrain from placing items on a Council agenda between now and the November election? PROPOSAL DETAILS/ANALYSIS: It is not common practice in most cities to have agenda items routinely requested by Council members. Since May there have been 23 instances of council requesting agenda items. This observation was shared by LMCIT staff this summer and it was suggested that the Council try just having staff place items on the agenda in order to focus on the city work that needs to be done. Mayor Pearson and Council member Lundgren would like to try this approach out at least until the November election. It could be revaluated after that. Council can also discuss if this should extend to committee/commission meetings as well as Council meetings. FISCAL IMPACT: NA RECOMMENDATION: Motion to suspend the rules and not allow any Council driven agenda items until after the November 8th election.
