BACKGROUND
To update the City’s Village Area Alternative Urban Areawide Review (AUAR) adopted by the City on
May 5, 2009. This update is prepared under the provisions of Minnesota Rule 441.3610 Subpart 7, which
requires an update every five years until full development of the AUAR area is complete.
ISSUE BEFORE COUNCIL:
To approve as part of tonight’s consent agenda, the Village AUAR Update. a
PROPOSAL DETAILS/ANALYSIS:
The Village Area AUAR Update identifies the changes that have occurred in the project area since the
original publication and adoption of the AUAR. The following summarizes the substantive changes
reflected in the update:
• 2030 Comprehensive Plan - The AUAR now accurately reflects the vision and guidance within the most current version of the 2030 Comprehensive Plan including land use classifications and corresponding zoning regulations.
• Development – The AUAR now accurately reflects all development that has occurred in the Village since 2009. Specifically, the document now acknowledges the 306 residential units that have been constructed or platted, and addresses how those developments fit within the context of the AUAR. The AUAR was also updated to include changes in land use cover types as a result of approved developments.
• Local Surface Water Management – The AUAR now accurately reflects the Local Surface Water Management Plan and Surface Water Management Ordinance that were adopted after the Village AUAR was prepared.
• Traffic – The AUAR now accurately reflects the traffic improvements that have occurred since the adoption of the original AUAR.

The Council may approve the Village AUAR Update as part of tonight’s consent agenda, or remove the
item from the consent agenda and provide further direction to Staff for changes.
RECOMMENDATION:
The City Council is encouraged to approve this update as part of tonight’s consent agenda to fulfill the
requirement of Minnesota Rule 441.3610.
If removed from the Consent Agenda, Staff recommends the following motion:
“Move to approve the AUAR Update to fulfill to fulfill the requirement of Minnesota Rule 441.3610”
