ISSUE BEFORE COUNCIL: Should the City Council approve Change Order No. 2 for the I-94 Lift Station (No. 1) and Sanitary Sewer Improvements? BACKGROUND: RL Larson Excavating, Inc. was awarded a construction contract to complete the I-94 Lift Station (No. 1) and Sanitary Sewer Improvements on May 2, 2017. Construction is in progress.
PROPOSAL DETAILS/ANALYSIS: RL Larson Excavating, Inc. has submitted a change order to revise the substantial completion date from October 6, 2017 to November 17, 2017 and revise the final completion
date from November 3, 2017 to December 15, 2017. The extended contract completion period is needed to allow for the delay in ordering and delivery of the revised lift station pumps previously approved by the City as Change Order No. 1.
Change Order No. 1 was approved by the City at the June 20, 2017 meeting, 7-weeks after the contract was awarded, to revise the lift station pump design to meet new Met Council discharge requirements. The change in pump design resulted in delays in ordering the pumps. FISCAL IMPACT: None. This change order does not change the contract amount. RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent Agenda, Change Order No. 2 for the I-94 Lift Station (No. 1) and Sanitary Sewer Improvements. If removed from the consent agenda, the recommended motion for the action is as follows: “Move to approve Change Order No. 2 for the I-94 Lift Station (No. 1) and Sanitary Sewer
Improvements, thereby revising the substantial completion date from October 6, 2017 to November 17, 2017 and revising the final completion date from November 3, 2017 to December 15, 2017”. ATTACHMENTS:

CHANGE ORDER DESCRIPTION / JUSTIFICATION:
This Change Order revises the substantial completion date from October 6, 2017 to November 17, 2017 and revises the final
completion date from November 3, 2017 to December 15, 2017.
Change Order No. 1 for revising the 3 lift station pumps was approved at the June 20, 2017 City Council Meeting (7‐weeks
after award of the contract). The Contractor ordered the pumps after receiving approved shop drawings from the Engineer.
Based on the availability of the pumps, the Contractor was unable to start and complete the project within the specified
completion date.
