ISSUE BEFORE COUNCIL: Should the City Council approve Change Order No. 3 for the Old Village Phase 3 Street, Drainage, and Utility Improvements?
BACKGROUND: Douglas-Kerr Underground, LLC was awarded a construction contract to complete the Old Village Phase 3 Street, Drainage, and Utility Improvements on May 16, 2017.
PROPOSAL DETAILS/ANALYSIS: Douglas-Kerr Underground, LLC has submitted a change order to address additional work completed due to unforeseen conditions and paid on a time and material basis for:
1.Locating a water service valve to 3800 Laverne Avenue not accurately shown on record plans oridentified in the field. 2.Uncovering a buried storm sewer flared end section on Lake Elmo Elementary School property and
determining if the pipe was active or not. 3.Reconfiguring an existing sanitary sewer connection at 3880 Laverne Avenue.
FISCAL IMPACT: This change order will increase the contract in the amount of $9,016.07 bringing the revised construction contract to $1,578,554.02. With this change order the project remains within the authorized project budget and contingencies.
RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent Agenda, Change Order No. 3 for the Old Village Phase 3 Street, Drainage, and Utility Improvements. If removed from the consent agenda, the recommended motion for the action is as follows:
“Move to approve Change Order No. 3 for the Old Village Phase 3 Street, Drainage, and Utility Improvements, thereby increasing the contract amount by $9,016.07”.
