AGENDA ITEM: Contract Review and Possible RFPs

BACKGROUND:
Each year the city reviews its contracts and discusses possible changes. Staff is looking for
direction from Council on which contracts you may want to issue a Request for Proposal (RFP)
for services in 2018. If direction is provided at this meeting staff will work on developing the
RFPS to be brought back to Council this fall for approval.
Professional service contracts are not required to follow the competitive bidding procedures.
However, many cities do routinely seek bids or proposals as a best management practice. The
city can perform its due diligence in reviewing options as services, technology and market
conditions change over time.
ISSUE BEFORE COUNCIL:
Should the city issue any RFPs for professional service contracts? Should the Finance Director
position be posted?
PROPOSAL DETAILS/ANALYSIS:
The City uses professional service agreements for provide for the following services: legal,
engineering, landscape, planning and zoning, auditing, finance director, assessing, and information
technology (IT).
The city has recently issued RFPs for legal services and IT so staff is not recommending an RFP
be issued again until 2020.
The current agreements for auditing and assessing services are not set to expire until 2018 and
2020 respectively.
Council should provide direction to staff if RFPs should be prepared this fall for engineering
services, landscape architecture services, or planning and zoning service.
The city sought proposals earlier this year for finance director services so staff is not
recommending doing it again this year. However, if Council would like to advertise to hire an
employee to fill the position, they may want to see what the market offers.

OPTIONS:
Provide direction on which, if any, services staff should prepare RFPS for and/or whether or not
to prepare a posting for the finance director position.
