HomeMy WebLinkAbout# 15 - Street maintance and Capital Improvement - Geotechnical Services STAFF REPORT DATE: September 19, 2017 CONSENT AGENDA ITEM: Street Maintenance and Capital Improvement Program – Authorize Geotechnical Services SUBMITTED BY: Jack Griffin, City Engineer REVIEWED BY: Krintina Handt, City Administrator Rob Weldon, Public Works Director Chad Isakson, Assistant City Engineer ISSUE BEFORE COUNCIL: Should the City Council authorize a contract for geotechnical services to determine the subsurface condition of streets tentatively scheduled for maintenance or improvements over the next few years? BACKGROUND, PROPOSAL DETAILS/ANALYSIS: Geotechnical services are necessary to investigate the subsurface conditions, including existing subsurface soil materials and support strength for each street segment scheduled for improvement in the next few years (see attached location map). This information will assist in making more informed decisions in regard to the scope of improvement or maintenance needed for each street segment and provide a better estimate of the improvement cost. By obtaining this information early in the street maintenance/CIP process, the street program and associated funding needs can be more accurately projected while helping the staff and council with more informed capital expenditure decisions. To obtain the necessary subsurface investigation, a combination of 26 standard penetration test borings to a depth of 6 feet, Falling Weight Deflectometer (FWD) testing, Ground Penetration Radar (GPR) testing and pavement cores are proposed for the areas shown on the attached exhibit. Proposals for these services were solicited from American Engineering Testing (AET), Inc. and Braun Intertec Corporation. AET, Inc. provided a not to exceed fee of $13,900, while Braun Intertec Corporation provided an estimated fee of $16,311. Please see the attached proposals for the detailed scope of services. FISCAL IMPACT: $13,900. The funds expended for geotechnical services will be funded through the Infrastructure Reserve Fund. As projects move forward the costs associated with various projects may be tracked and applied to the project. RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent Agenda, a contract for geotechnical services for the Street Maintenance and Capital Improvement Program to determine the subsurface condition of the streets tentatively scheduled for improvement over the next few years. If removed from the consent agenda, the recommended motion for this action is as follows: “Move to approve a contract to American Engineering Testing, Inc. in a not to exceed amount of $13,900 to perform geotechnical services for the Street Maintenance/CIP Program.
