HomeMy WebLinkAbout# 20 - Lions Park Improvements Change Order STAFF REPORT DATE: September 19, 2017 CONSENT TO: City Council FROM: Rob Weldon, Public Works Director AGENDA ITEM: Lake Elmo Regional Art Center Asbestos Removal REVIEWED BY: Kristina Handt, City Administrator BACKGROUND: As part of the Lions Park Baseball Field improvements, it was voted upon to demolish the Regional Art Center and allow for the first baseline of the field to be positioned along the 45th Parallel. ISSUE BEFORE COUNCIL: Should the City Council approve removal of the asbestos in the Art Center prior to demo of the building? PROPOSAL DETAILS/ANALYSIS: It has been discovered that the Lake Elmo Regional Art Center contains a fair amount of asbestos in ceiling tiles, flooring, and duct pipe wrapping. In order to comply with EPA Standards, all materials containing asbestos must be removed by a licensed contractor and disposed of properly. Working with Rachel Contracting (grading and demo contractor), bids for the asbestos removal and disposal were obtained. The bids range in price from; $3,800 (Pladson Environmental) and $6,400 (Envirobate). FISCAL IMPACT: Cost for the asbestos removal shall be in an amount not to exceed $4,200 and paid through Park Dedication Funds. Materials and pricing are based on the Environmental Demolition Inspection & Consulting survey dated 08/24/2017. Water and power will be supplied if not present. Price-$6,400.00 EnviroBate proposes to complete this scope in accordance with all EPA, OSHA, state and local regulations governing asbestos control and removal. The following items are included in the abatement project, as appropriate: 1. Occurrence type asbestos liability insurance coverage. 2. Final air clearance in compliance with applicable regulations. 3. Final cleaning and encapsulation of containment area. 4. All hazardous waste disposed according to EPA guidelines in an approved landfill via manifest. 5. Abatement performed within a negative air enclosure system, as appropriate. 6. Strict compliance with applicable Federal and State regulations. 7. Notification and permit fee to MN Department of Health, as applicable. * Owner is responsible for the water and electrical supply and all costs associated. * EnviroBate is not responsible for damages caused by spray glue and tape. * Price assumes that work area will be clear. Moving of items is billed at $109.00 per man hour. Terms: Payment due upon completion via check or credit card. Note: This proposal may be withdrawn by us if not accepted within 30 days.
