ITEM: City Trail Plan – Base Trail Prioritization

The Commission will be updated on progress in compiling the trail inventory which is designed to
assist in the prioritization of various trail segments within the 8 indentified base trails. It is also
designed to identify and track ROW issues in need of resolution, and identify land acquisition
needs and potential funding sources.
The City’s Trail Guide plan suggests two parallel processes be developed to establish priorities
for implementing the trail system. “The first should be a general overall priority for trails. The
various main trail sections, such as the trail from the Old Village to Stillwater High School, should
be considered. These sections should then be prioritized. The overall priority list may have the
connection of the Gateway Trail to the downtown area, or the connection through the Lake Elmo
Regional Park or some other trail section, as the top priority. This would provide some overall
direction for staff efforts and for funding the Capital Improvements Program.”
Based on Base Trail priorities, the following objectives will then be pursued:
Negotiate with HOA’s for public easement rights over portion of now-private trail system.
Negotiate with private property owners for critical trail connections.
Work to resolve other ROW issues.
Research grants / funding opportunities.
ACTION REQUESTED:
As suggested above, the Commission is being asked to prioritize Base Trail development (based
on improving public safety and user group volume. The following Base Trails have been
identified in the City’s Trail Guide Plan.
Gateway Trail connecting Trail
Stillwater High School Trail
Southeast Trail
Lake Elmo Regional Park Trail
Southside Trail
West Side Trail
Pebble Park Trail
Railroad Corridor Trail
