ITEM: Discussion on city trail system improvements / trail segment inventory.

BACKGROUND INFORMATION
There has been considerable discussion among the park commission concerning the interest in
trail construction along Demontreville Trail. The City council was addressed at a recent city
council meeting requesting that the city construct a trail in this area. Currently the segment is not
included in the city’s Trail Guide Plan. The city council plans to address this subject at an
upcoming workshop. Carol Kriegler and Mike Bouthilet will provide an update on engineering
related to the roadway construction project for this area and outline the issues related to trail
development here.
There has also been considerable discussion about a potential trail improvement through the
Stonegate neighborhood. If the commission wants to consider improvements to this segment, it
is suggested that they first review the segment in the context of the overall Trail Guide Plan.
Currently the Stonegate trail is slated to serve as a base trail with thru-traffic from outside the
neighborhood. Should the commission continue to support an east / west base trail thru the
Stonegate neighborhood, it will be important to present any proposed Stonegate Trail
improvement project to the neighborhood with this understanding. It will be important for the
neighborhood to understand the potential change in use patterns when the trail eventually serves
as a base trail with users from outside the neighborhood. If there are concerns about a base trail
through the Stonegate neighborhood, the commission might want to reconsider an alternate base
trail route. A Stonegate trail improvement project could then be considered on the merits of being
a neighborhood improvement.
Update Trail segment inventory
Staff will provide the trail segment inventory as it has developed thus far.
The inventory consists of 2 major parts. The first part includes four spreadsheets organized by
four trail types:
Existing off-road
Proposed off-road
Existing on-road
Proposed off-road
Information included in the inventory includes: Location, identifying number (from map) trail type,
ownership / R.O.W. issues, short-term purpose, short-term user group, short term user level,
condition, safety features, needed improvements, estimated costs, issues, potential funding, and
impact on public safety.

The 2 part includes four spreadsheets that have been developed for the purpose of inventorying
data related specific to public safety. Information include on this spreadsheet includes:
Type of Road
Volume of Traffic (ADT’s)
Width of Roadway
Density of Housing
Parking (permitted or not / frequency)
Speed limit
Thru- traffic
The intent of part 2 is to rate every trail segment for “impact on public safety”. This ranking will
then be imported into the “impact on public safety” category on part 1 of the inventory.
The commission is being asked to review the proposed trail inventory system and do some goal
setting in an attempt to move forward in implementing the city’s trail guide plan. Suggested goals
include: Outside agency review of the city’s Comprehensive Trail Guide Plan, Exploration of
potential funding sources, Completion of trail segment inventory, Progress in resolution of
identified ownership, R.O.W. issues, Signing of on-road trails,etc.
