BACKGROUND:
In 2014,the City and Stillwater School District entered into a joint powers agreement for the development
of a multi-use park near Oak Land Jr. High. A copy of the JPA is included in your packet.
The contractor who is doing the work on Manning Trail in the area this summer approached the school
and city about using the parcel on the corner of 10`h and Manning for staging during the project. We will
allow him to use the area and in return he is willing to do some minor site improvements such as grading
or class five for a parking lot
ISSUE BEFORE COMMISSION:
What improvements would the commission like to have the road contractor complete on the joint park
area?
PROPOSAL DETAILS/ANALYSIS:
The joint park area is best suited as a parking location for future trail access on Manning Trail. The
County is beginning their trail along Manning with this project. The long term goal is to have the trail go
all the way up Manning and connect with other trails. So while that use may not occur for some time,the
Commission could take advantage of the contractor's offer to grade the site and lay down class five for a
parking lot.
Other future amenities may include picnic tables or benches but would not make sense until the trail
system is developed.
FISCAL IMPACT:
Site grading and class 5 for the parking lot would be at no expense to the City if allowed to be completed
by the contractor this summer.
OPTIONS:
1) Minimize site impact by contractor-no grading out of uneven areas and no class 5 for parking
area.
2) Have contractor grade out the uneven areas of the site and leave class 5 for the parking area
3) Have contractor grade out site but not leave class 5 for parking area
