SUMMARY AND ACTION REQUESTED: The city council is being asked to receive a report on the Lake Elmo Elementary School safety meeting that was held on Tuesday, September 25, 2007. The meeting was attended by parents, residents, planning commissioners, city council members, legislators, the principal, the county engineer representative, the city engineer and the city administrator. The discussion covered three areas: 1) speed, 2) safe routes to school grant, and 3) school drop off and pick up. After significant discussion on a number of issues, an immediate course of action was endorsed as follows: 1. Speed a. School speed zone: ( School District ) Early to mid October
Meeting with MnDOT and Washington County about school speed zone on Highway 5 and Highway 17 (Lake Elmo Avenue). o Get a sense of the process from MnDOT and the county
o Discuss studies to be undertaken to determine school speed zone
o Discuss information available o Discuss issues related the speed zone and other things
October Meeting Request school board to pass resolution asking for a speed zone consideration from MnDOT for Highway 5 and by Washington County for Highway 17 (Lake Elmo Avenue)
October/early Nov meeting Request city council to approve resolution supporting the School Board’s request for school speed zone November to ?
Work with MnDOT and Washington County to gather data required for speed zone and how to implement the zone
Implement speed zone if approved
b. Camera cops for traffic safety Legislative initiative 2. School crossing safety a. Safe Routes to School Grant for $20,000 (Sandy Cullen, PTA)
To study and develop safe routes to school for existing and new development in the Village. Need to do some environmental work and ask for the funds to be released to the city; then the PTA hires a consultant for the project. 3. Drop Off and Pick up by the school (Andy Fields, Principal) a. Andy Fields will be working with the appropriate school personnel to determine options for dealing with the car drop off and pick up in the mornings. The city can assist with engineering review of proposed plans and coordinating any options with MnDOT, the County and / or neighboring businesses. 4. Longer term (city of Lake Elmo) a. Village Alternative Urban Areawide Review Process Will deal with mitigation for traffic increases resulting from developing b. Transportation planning The city is undertaking a transportation plan in the coming months that will address traffic and transportation issues.
Suggested motion for consideration
Move to endorse the staff to provide information and assistance where appropriate to the School District, the County and MnDOT on the school speed zone and other safety issues.
