SUMMARY AND ACTION REQUESTED: The city council is being asked to conduct the
final assessment hearing (public hearing) and adopt the final assessment roll for the
Tablyn Park Streets Project.
ADDITIONAL INFORMATION
The Tablyn Park Streets Project has been completed and the total project costs are
known. Pursuant to Minnesota Statutes, Section 429 the council has declared the
amount to be assessed against the benefiting properties and the hearing on the proposed
assessment for these improvements has been ordered. Staff has enclosed a final
assessment roll as approved by the city council. Mailed notice has been provided to each
assessed property and the public hearing has been duly noticed.
The final assessment hearing will be conducted on October 11, 2007, and if passed the
final assessment roll will be certified to the county auditor by November 30, 2007.
The city’s assessment policy on street improvement projects is to assess each property
uniformly, according to zoning classification. The assessment rate is held consistent year
to year, with only an adjustment for inflation. For this project, all properties are zoned
R-1 (SRD), and have a proposed assessment rate of $1,309.00 per buildable lot. There
are 63 assessable units on this project.
The total cost of the improvements will be $326,853.30; with the city cost
participation in the amount of $244,386.30 and the amount assessed against benefited
property owners is $82,467.00.
The street improvement project included street reconstruction for 27th Street North
from Inwood Avenue North to eastern cul-de-sac, Irish Avenue North, Ironwood Trail
North from Inwood Avenue North to 27th Street North, 28th Street North from Irish
Avenue North to Ironwood Trail North, and 27th Street Court North.
RECOMMENDATION
Staff recommends that the city council conduct the final assessment hearing and adopt
Resolution No. 2007-070, adopting the final assessment roll for the Tablyn Park
Streets project according to the final assessment roll (see attachment no. 1).
