SUMMARY AND ACTION REQUESTED: The city council will receive information from representatives of the MPCA regarding the clean up of the Washington County Landfill. The Washington County Landfill PFC clean up is part of the consent agreement between 3M and the PCA. The PCA studied several options for cleaning up the landfill. Ultimately, the PCA chose to do the ‘dig and line’ option rather than the ‘dig and truck’ option (trucking to a plasma burner as a possibility) that the city had preferred in its letter to the Commissioner (Attachment 1.). The legislature funded the clean up proposal for the dig and line option with a triple liner. The PCA is preparing to begin project implementation in the coming months. Representatives of PCA will update the city council on this activity.
