REGULAR #10
AGENDA ITEM: Grant for Park in Wildflower/Village Preserve
SUBMITTED BY: Kristina Handt, City Administrator
REVIEWED BY: Rob Weldon, Public Works Director
BACKGROUND:
At their June meeting, the Parks Commission recommended a new park be built on the lot between
Wildflower and Village Preserve which the city received as park land dedication. The project was
included in the 2019-2023 Capital Improvement Plan (CIP). The project remains in the CIP after
recommendations from the Finance Committee and Planning Commission.
ISSUE BEFORE COUNCIL:
Should the City Council Authorize Staff to Apply for a Game Time Grant for Wildflower/Village
Preserve?
PROPOSAL DETAILS/ANALYSIS:
The Parks Commission recommendations in the 2019-2023 CIP includes a new park in
Wildflower/Village Preserve for a cost of $105,000. This is about $45,000 less than what is
typically approved with initial phases of parks. The lot is relatively small and the discussion
included pursuing grant opportunities so the $105,000 was reasonable.
The reason this is coming to Council before the final adoption of the 2019-2023 CIP in December
is because of a grant deadline on October 31, 2018. GameTime is offering a 50/50 matching grant
on certain pieces of equipment. The grant application is due October 31st and the City must take
possession by the end of the year.
Public Works and Planning staff reviewed the options available under the grant and found three
layouts that would work in the small space. Those three options were then shared with residents
in Wildflower and Village Preserve to get their feedback. The residents are supportive of the Lake
Hollywood design as it offers the wider age range option. According to the manufacturer the piece
is appropriate for children in the 2 to 5 and 5 to 12 age range. Some residents still expressed
concern that the children could grow out of it quickly. Residents would also like to see more swings
and have expressed interest in contributing funds. Staff has let them know that could be considered
in the future.
FISCAL IMPACT:
The total project costs is expected to remain within the budget of $105,000. In addition to the play
structure, costs will include freight, installation, grading, seeding, curbing etc.
Lake Hollywood: $103,006 (50% grant funded) which leaves about $53,500 for freight,
installation, curbing, mulch, seeding, etc.
OPTIONS:
1) Authorize Staff to Apply for GameTime Grant for Lake Hollywood
2) Authorize Staff to Apply for a Game Time Grant for a different piece of equipment
3) Do not authorize Staff to Apply for a Game Time Grant
