PROFESSIONAL ENGINEERING SERVICES AGREEMENT
In accordance with ARTICLE l of the Master AGREEMENT between the City of Lake Elmo ("CITY") and
Kadrnnas, Lee 0^ Jackson, Inc. (KU) ("ENGINEER"), dated February 20L I018 ("AGREEMENT"), the
ENGINEER agrees to provide Professional Engineering Support Services as follows:
HUDSON BOULEVARD TRANSPORTATION PLANNING SERVICES
PROJECT OVERVIEW: Hudson Boulevard is an east -west collector roadway in Lake Bnno located along
the southern boundary of the City, extending from Inwood Avenue ([5AH13) to Manning Avenue
(CSAH15). As growth and development occurs within the 1-94 corridor, Hudson Boulevard will serve as
the primary collector street for commercial, business park and rned\unn and high density residential
development. Asvarious development projects corneforvvardit/sinnportantfor[itystafftobmab|eto
communicate the City's expectations as they relate tothe roadway performance and to be able to
guide the developments and transportation projects appropriately to ensure proper access spacing,
right'nf'vxaydedication, and street construction elements are achieved.
The project includes transportation planning services for Hudson Boulevard to provide
recommendations on urban versus rural street section, including typical cross section recommendation
between Inwood Avenue (CSAH13) and Manning Avenue ([5AH15); n1/ninnun1 right-of-way
requirements, lane widths, median widths (if applicable), parking provision recommendations,
pavement section, recommended design speed limit, geometric design standards (cross -slope, super
elevation, and curve radii), and typical section(s) at intersections; recommended access spacing
standards and future traffic control locations; including depiction ofaccess control (recommended turn
lane locations); recommendation on sidewalks, shared -use paths and boulevard layout; and
recommended intersection improvements atmajor intersections.
SERVICES TO BE PROVIDED BY ENGINEER: KU shall provide the following Professional Engineering
Services as detailed in the attached proposal dated February5, 2018.
TIMES FOR RENDERING SERVICES: ENGINEER shall perform its services and provide deliverables in
coordination with the Washington County CSAH19/Hudson Blvd Intersection Improvements project.

CDY^S REPRESENTATIVE AND CONTRACT ADMINISTRATION: The OTY's representative with respect
to services rendered by ENGINEER under this TASK ORDER shall be the City Engineer. Project

COMPENSATION: Compensation to ENGINEER shall be on an hourly rate basis using the hourly billing
rates provided in the ENGINEER's Proposal for the work, in a not to exceed amount of $17,208,
Payment for Services shall be in accordance with ARTICLE 3.2 of the Master AGREEMENT. Invoices
should besent tothe attention ofthe City Engineer.
ATTACHMENTS: The following documents are incorporated byreference:
1. ENGINEER's Proposal to the CITY dated, February 5, 2018,
APPROVAL AND ACCEPTANCE: Approval and Acceptance of this Task Order, including the
attachment(s) listed above, shall incorporate this document as part ofthe AGREEMENT. ENGINEER is
authorized to begin performance of services upon receipt of a copy of this Task Order signed by CITY.
The Effective Date of this Task Order is FEBRUARY 20, 2018.
