BACKGROUND:
Woodbury has completed a draft of their 2040 Comprehensive Plan Update and has
submitted the proposed plan for adjacent jurisdictional review. The review period for their
plan ends January 22, 2019. Staff has prepared draft comments for City’s review and
consideration.
ISSUE BEFORE COUNCIL:
The City Council is being asked to review and approve Staff comments about the
proposed Woodbury Comprehensive Plan Update.
PROPOSAL DETAILS/ANALYSIS:
Below is a brief summary and analysis of Woodbury’s 2040 Comprehensive Plan update
and how it might affect Lake Elmo:
Introduction. The City is projected to increase to a population of 87,800 and 32,100
households by 2040, up from a population of 61,961 and 22,594 households since 2010.
Land Use. Future land use has generally not changed since the 2030 Comprehensive
Plan. The Gold Line Station Area Planning is explained briefly, affordable housing is
listed as a goal and it is a goal in the draft plan to prevent conditions that create blight
and lead to the need for City intervention.
Parks, Trails, and Open Space. Woodbury plans to study the potential need for new
and expanded parks in future development areas as well as methods of land acquisition
as needed in future development areas for neighborhood parks; renovate Central Park
as well as make improvements to other community parks; study the need for new
athletic facilities; continue to establish greenway corridors; continue to plan and build a
City-wide trail system; and improve and maintain the City’s natural and historic
resources.
RECOMMENDATION:
Staff recommends, as part of tonight’s consent agenda, that the City make no comment
about Woodbury’s Draft 2040 Comprehensive Plan.
