BACKGROUND:
The Boulder Ponds Development Preliminary plan was approved September 16th, 2014. Since then the
first addition, the name “Jade Trail N.” had been used to run through the entire development (north/south)
with the exception of the cul-de-sacs. During the early stages of a development it is typical for an address
map to be created for the entire development. Often used as a reference, this is done to help staff
determine how to address additional phases. Understanding that the addressing can change, City Staff
had opted to readdress a section of Jade Trl. so the numbers would be more in line with the standard City
address grid instead of following number consistency for the entire street. This decision was also
supported by the fire chief as the grid numbers are more important to follow than the flow of the
development (further explained below). Staff is recommending the street name transition from Jade Trl.
to 7th Street N. as it goes around the curve heading west (Between 5th ST. N. and Jade Cove N.)
ISSUE BEFORE COUNCIL:
The Council should decide if renaming the street from Jade Trail N. as designated on the Plat to 7th Street
N. is appropriate. If not, should the lots be readdressed to be consistent with the original addressing.
PROPOSAL DETAILS/ANALYSIS:
During the initial addressing of the development the house numbers had a consistent flow to them starting
at 508 on the south end of the development and going up to 695. This numbering system does make sense
if one does not want to confuse people who were working their way through the neighborhood. It is
understood by Staff that strictly looking at it from this stand point would be a reasonable system. However,
public safety works off of a numbered grid system (see image below). If an address number is provided to
public safety from dispatch that does not match the gird, it can cause confusion and possibly start them
towards a section of the City that they should not be going. Because of this Staff opted to readdress the
northern section of Jade Trail to an East West numbering system (previously all North South numbering)
to be consistent with the established address grid. Though the street name was consistent throughout, the
numbers needed to match the direction of the Street. Attempting to eliminate further confusion Staff is
proposing that the northern strip of be renamed from Jade Trail to 7th St. Staff believes that by changing
the street name the confusion will be limited.

OPTIONS:
The Council may approve the renaming of Jade Trail North as designated on the Boulder Ponds 1st 2nd and
3rd Addition Plat(s) to 7th Street North or deny the renaming.
RECOMMENDATION:
Staff respectfully requests, as part of tonight’s consent agenda, Council approve renaming Jade Trail North.
To 7th Street North. by adoption of Ordinance 08-218. If removed from the Consent Agenda, the
recommended action can be completed through the following motion:
“Move to approve Ordinance 08-218 renaming of Jade Trail North as designated on the Boulder
Ponds 3 Addition Plat to 7th Street North.”

ORDINANCE NO. 08-218
AN ORDINANCE RENAMING A STREET IN THE CITY OF LAKE ELMO.
SECTION 1. The City Council of the City of Lake Elmo hereby renames Jade Trail N. as platted in
the Boulder Ponds 3rd Addition Plat:
SECTION 2.
Subd. 1. For the purpose of this ordinance, the terms defined in this section shall have the
meanings ascribed to them.
Subd. 2. Existing Street Name. The term existing street name shall mean the name by which a
street is designated on the Boulder Ponds 3rd Addition Plat.
Subd. 3. New Street Name. The term new street name shall mean the name by which a street
shall be known from and after the effective date of this ordinance.
SECTION 3. The Existing Street Name of Jade Trail N. as designated on the Boulder Ponds 3rd Addition
Plat shall have a New Street Name of 7th Street N.
SECTION 4. The adjustment shall not affect the entire length of Jade Trail N. The section which will be
renamed is further described as between 5th St. North and Jade Cove North and is shown in Exhibit A.
SECTION 5. Effective Date. This ordinance shall become effective immediately upon adoption and
publication in the official newspaper of the City of Lake Elmo.
SECTION 6. Adoption Date. This Ordinance 08-218 was adopted on this 2nd day of January 2019, by a
vote of ___ Ayes and ___ Nays.
