AGENDA ITEM: Public Works Director Report

ISSUE BEFORE COUNCIL:
City Council is asked to review and accept, as part of Consent Agenda, a brief description of activities
that have taken place in the Public Works Department in the month of October, 2019.
PROPOSAL DETAILS/ANALYSIS:
STREETS
• Removed many down trees in ROW throughout the month
• All Public Works Staff attended the St Cloud Public Works Fall Expo
• Three staff members attended the LTAP Salt Symposium Training
• Set up plows and complete fall maintenance on plow trucks and equipment
• Modify plowing maps for efficiency, priority and additional streets
• Work with Southwind, Hammes, Boulder Ponds, Northport, Hidden Meadows and
Easton Village Developments to potentially plow unaccepted streets in the
upcoming season. A list of requirements must be completed before we accept the
plowing responsibilities
• Public Works staff Mike Belde attended training to achieve his CDL class A license
• Wash and clean trucks and equipment on rain day
• Started to remove large dead trees in the ROWs. A contractor has been hired to
drop the trees as we dispose of them
• Completed fall ditch mowing
• Completed walkthrough in the Southwind, Savona & Easton developments along
with the Hudson/Keats street project
• Rechecked two road counts for the state
• Completed repairs on John Deere tractor, remove mowers & install plow
• Relocate seasonal equipment to free up space in the Ideal Ave shop
• Place stakes at sensitive areas on plow routes
• Add gravel to Manning Ave N due to high water level
• Cut and remove landscaping vegetation in the 5th street islands
• Continue tree trimming in ROWs
• Add gravel to shoulders on several streets
• Repair roof leak on City Hall Building
• Spec out potential 2020 plow truck for MAC committee to review

• New Tandem Mack chassis was delivered to Towmaster to be outfitted with
equipment. Completion date is expected to be in February
•
PARKS
• Continue to mulch around city owned trees in parks, facilities and boulevards
• Install new Firefly Park sign
• Weekly garbage collection continues
• Relocate buckthorn pile at Sunfish Lake Park after annual Buckthorn festival
• Pebble Park Lighting Improvements are under way. All underground is completed.
Lights are scheduled to be raised in November
• Lions Park 45th parallel concrete project was completed
• Two staff members attended LTAP’s paved trail maintenance and inspection training
• Removed weeds in City hall landscaping and added wood chips
• Completed periodic playground inspections
• Clean up in and around Park building off Laverne Ave
• Remove downed trees across sunfish lake park trails
• Complete a number of repairs to the skid steer
• Discontinue seasonal portable toilets the last week of October
• Replace eight belt swing seats that did not pass inspection in Klies, Tablyn , Lions
and Tana Ridge parks
• Dealt with several hunters on City land
• Repair playground slides and ladders
WATER
• 5th street irrigation walkthrough - not accepted as is
• Cleaned out sediment from plugged gate valve boxes and exercised
• Black dirt and seed 2018 water service repair on Lake Elmo Ave
• Continue to resolve water meter reading issues
• Continue to complete final move in/move out reads and replace problem meters
• Complete Monthly Generator and Safety Inspections of Equipment and Facilities
• Completed first annual fall dead end hydrant flushing
• Four staff members attended training regarding the maintenance of our sanitary air
relief valves, Scada improvements and Hydro excavating
• Schedule and plan for SCADA computer replacement
• Shut off numberous irrigation systems for season
• Fabricated a slide hammer to adjust curb stops efficiently and safely
SEWER
• Continue Daily Locates and Rounds
• Attended an asset management training revolved around the beehive software
• Continue Weekly Proactive Pump downs of all Lift stations & Monthly Float Cleaning
• Sucked out solids and grease form several lift station as preventative fall
maintenance
• Completed annual generator service and inspection. No issues found
• Completed first annual lift station pump inspection. Several issues were identified
and will be corrected
• The Ford utility service vehicle chassis was delivered to Aspen Equipment for the
remainder of the build out. Delivery expected to be in December

SURFACE WATER
• Expose and jet multiple plugged storm sewer pipes/culverts
• Improve drainage in several ditch location
• Repaired several culvert and culvert ends
• Implemented the first annual cleaning of all 64 city owned surface water sumps to
comply with the MPCA’s MS4 permit
• Graded gravel roads with skid steer preparing for freeze up
• All Public Works staff attended first annual MS4 training held in the council
chambers
• Fall street sweeping took place the last week of October and continued the first
week of November
RECOMMENDATION:
Base on the activities listed above, City Council is respectfully asked to accept the October 2019 Public
Works Report.
