ISSUE BEFORE COUNCIL: Should the City Council approve Change Order No. 3 for the CSAH 19
and Hudson Boulevard Intersection Improvements?
BACKGROUND: Max Steininger, Inc. was awarded a construction contract on June 4, 2019 to complete
the CSAH 19 and Hudson Boulevard Intersection Improvements. The project construction is substantially
completed and pending final close-out.
PROPOSAL DETAILS/ANALYSIS: Max Steininger, Inc. has submitted a change order to address
additional work completed on the CSAH 19 and Hudson Boulevard Intersection Improvements as requested
by the City and Washington County as described below.
1. Repair Sanitary Sewer Manhole – Sections of the existing sanitary sewer manhole required
replacement to repair and adjust it to match the final grade along the roadway.
2. Additional Mobilization for Aggregate Shouldering – The city requested additional shouldering to
be completed from Station 22+00 to 26+00. This work was not included in the original plans and
required equipment to be remobilized to the site to complete the work.
3. Furnish New Chain Link Fence – A section of chain link fence around the MnDOT pond was
removed for purposes of installing the storm sewer. The contract was to salvage and replace the
existing fence. This was not possible because the existing fence was in poor condition requiring
new fence to be furnished by the contractor.
4. Additional Mobilization for Crosswalk Striping – Washington County directed the crosswalk
striping to be delayed until signals were operational. This required the striping contractor to
remobilize to the site at a later date. This cost will be deducted from the steel supplier for not
meeting their delivery deadline.
5. Bituminous Incentives – Bituminous incentives for exceeding compaction requirements were
achieved on base course pavement. This payment is in accordance with MnDOT incentive charts.
The total cost of the above items increases the contract by $4,680.49.
FISCAL IMPACT: This change order will increase the contract in the amount of $4,680.49 bringing the
revised construction contract to $1,802,075.51. With this change order, the project remains within the
authorized project budget and contingencies.
RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent
Agenda, Change Order No. 3 for the CSAH 19 and Hudson Boulevard Intersection Improvements. If
removed from the consent agenda, the recommended motion for the action is as follows:
“Move to approve Change Order No. 3 for the CSAH 19 and Hudson Boulevard Intersection
Improvement Project, thereby increasing the contract amount by $4,680.49”.
