HomeMy WebLinkAbout#35 - 2020 Fee ScheduleSTAFF REPORT DATE: December 17, 2019 REGULAR TO: Honorable Mayor and City Council FROM: Sue Iverson – Finance Director AGENDA ITEM: 2020 Fee Schedule BACKGROUND: Annually the City reviews its Fee Schedule and adjusts fees per recommendation from the Finance Committee. The Fee Schedule was last updated on December 4, 2018. ISSUES BEFORE THE CITY COUNCIL: 1) Should the Council adopt the proposed fee schedule? DISCUSSION: Staff has reviewed the attached Fee Schedule and the Finance Committee recommends the following changes: • Increasing the “Comprehensive Plan Amendment” charge from $1,300 to $1,500. • Added the cost for “Galvanized Culvert 18” x 24’” to the Fee Schedule. • Increasing the application fee for “Driveway – Commercial” from $160 to $175. • Increasing “Park Dedication – Commercial” from $4,500 per acre to $6,000 per acre. • Added a fee for “Preliminary Plan Revision” to the Fee Schedule. • Changed the definition for “Right-of-Way Permit – Joint Trench Permit” from “per lot per utility” to “shared length per Section 94.40 (C)”. • Sewer Lateral Benefit Charge increased to $12,200 per indexing established when fee was established for the Old Village Phases. • Sewer and Storm Water Utility rates have increased per the Utility Financial Management Plan. (Water rates were not increased this year as a result of the 3M Settlement). • Added Storm Water Fees for “Downtown Regional Stormwater District Connection Charge” and Regional Infiltration Basin Volume Control Use Charge” as shown on the attached Fee Schedule. • Increasing fees for Vacations of Easements and Streets from $515 to $525. • Decreasing the fee for “Variance” from $1,500 to $1,050. • Eliminating “Shoreland Variance” from the schedule as it would be charged as a Variance and no need for a separate fee category. • Increasing the “Driveway Curb Stop Lid” from $103 to $120. • Clarifying “Water from Hydrant” to say $106.09 first 5,000 gallons. • Deleting permit fee for “Fence (less than 6’). FISCAL IMPACT: By adopting the proposed changes in the 2020 Fee Schedule, this will be consistent with the long range financial management plans to achieve long-term sustainability. Regular review of the plan and utility rates are crucial to achieving the goal of long-term sustainability in the General, Water, Sewer and Storm Water funds for the City. OPTIONS: 1) Approve the attached Fee Schedule for 2020 as presented. 2) Amend and then approve the attached Fee Schedule for 2020 as presented. RECOMMENDATION: 1) Approve Ordinance 08-031 adopting the 2020 City of Lake Elmo Fee Schedule. 2) Adopt Resolution 2019-092 Authorizing Publication of Ordinance 08-031 By Title and Summary. CITY OF LAKE ELMO COUNTY OF WASHINGTON STATE OF MINNESOTA ORDINANCE NO. 08-031 AN ORDINANCE ADOPTING A 2020 FEE SCHEDULE FOR THE CITY OF LAKE ELMO The City Council of the City of Lake Elmo ordains: SECTION I. Schedule Adopted. The attached fee schedule is hereby adopted. SECTION II. Not Codified. This ordinance is transitory in nature and shall not be codified in the City Code. This ordinance and the fee schedule established hereby shall be placed on file and available for public inspection at City Hall. SECTION III. Effect. The fees set out in the attached fee schedule apply notwithstanding any other fees the City has established which may be inconsistent. Any other fees imposed by the City which do not appear on the attached fee schedule remain in full force and effect. SECTION IV. Effective Date. This ordinance shall become effective for all billings rendered after December 31, 2019, and upon adoption and publication in the official newspaper of the City of Lake Elmo. SECTION V. Adoption Date. This Ordinance No. 08-031 was adopted on this 17th day of December, 2019, by a vote of Ayes and Nays. CITY OF LAKE ELMO COUNTY OF WASHINGTON STATE OF MINNESOTA RESOLUTION NO. 2019-092 RESOLUTION AUTHORIZING PUBLICATION OF ORDINANCE 08-231 BY TITLE AND SUMMARY WHEREAS, the City Council of the City of Lake Elmo has adopted Ordinance No. 08-231, an ordinance amending the City Code of Ordinances by amending the City’s provisions related to the City Council; and WHEREAS, the Ordinance includes a chart 9 pages in length; and WHEREAS, Minnesota Statutes Section 412.191, subdivision 4, allows publication by title and summary in the case of lengthy ordinances or those containing charts or maps; and WHEREAS, the City Council believes that the following summary would clearly inform the public of the intent and effect of the Ordinance; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lake Elmo, that the City Clerk shall cause the following summary of Ordinance No. 08-231 to be published in the official newspaper in lieu of the entire ordinance: Public Notice The City Council of the City of Lake Elmo has adopted Ordinance No. 08-231, which adopts the City’s 2020 Fee Schedule.
