CITY COUNCIL MINUTES
NOVEMBER 19, 2019
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Pearson called the meeting to order at 7:00 pm.
PRESENT: Mayor Mike Pearson and Councilmembers Justin Bloyer, Dale Dorschner, Lisa
McGinn and Christine Nelson
Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Planning
Director Roberts, City Planner Prchal, Finance Director Iverson and City Clerk Johnson
APPROVAL OF AGENDA
Item 14, “Approve Temporary Driveway Access – 9350 31st Street N” was moved to the Regular
Agenda and Item 19, “Approve SCBA Purchase for the Fire Department” was tabled.
Councilmember Dorschner, seconded by Mayor Pearson, moved TO APPROVE THE
AGENDA AS AMENDED. Motion passed 5 – 0.
ACCEPT MINUTES
Minutes of the November 5, 2019 Regular Meeting were accepted as presented.
PUBLIC COMMENTS/INQUIRIES
Susan Dunn, 11018 Upper 33rd Street North, commended the group of students that presented
their park research project at the parks commission meeting, asked Councilmembers to speak
louder into the microphones during the meeting and responded to comments made during the
October 15, 2019 City Council Meeting regarding Sunfish Lake Park.

Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0.
ITEM 14: Approve Temporary Driveway Access – 9530 31st Street N.
City Planner Prchal presented the property owner’s request for a temporary driveway access as
an alternative to his current driveway that is almost unpassable due to high water.
Byron Marquez, Farms of Lake Elmo HOA President, asked the Council to postpone the
decision so the HOA members have an opportunity to give input and consult with an attorney.
Dean Dodson, 2915 Jonquil, stated agreement with Mr. Marquez.
Dan Ellinbecker, 9530 31st Street North, stated that he has been working with the HOA and
stressed that time is of the essence as he may not be able to use his driveway at all in the coming
days or weeks due to high water and he is currently unable to get heating oil delivered.
Mayor Pearson, seconded by Councilmember Nelson, moved TO APPROVE DRIVEWAY
ACCESS ONTO JONQUIL AVENUE FOR THE PROPERTY ADDRESSED AS 9530 31ST
STREET NORTH. Motion passed 5 – 0.
ITEM 15: Savona Neighborhood Park Name
City Planner Prchal reviewed park names suggested via a poll on the City’s website.
Councilmember Bloyer, seconded by Mayor Pearson, moved TO NAME THE SAVONA
NEIGHBORHOOD PARK HAMMES PARK. Motion passed 5 – 0.
ITEM 16: Accept Feasibility Report and Call for Hearing for the Stonegate Street and Utility
Improvements
City Engineer Griffin presented the proposed street and utility improvement project for a portion
of the Stonegate neighborhood and reviewed assessable properties, abandonment of private wells
and proposed project schedule.
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE
RESOLUTION NO. 2019-087, RECEIVING THE FEASIBILITY REPORT AND CALLING

A PUBLIC HEARING FOR THE STONEGATE ADDITION STREET AND UTILITY
IMPROVEMENTS. Motion passed 5 – 0.
ITEM 17: Authorize Feasibility Report for the 31st Street/Stillwater Blvd. Watermain
Extension
City Engineer Griffin presented the proposed street and utility improvement project for six
homes located just east of 31st Street North and south of Stillwater Boulevard, reviewed
assessable properties, and proposed project schedule
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO APPROVE
RESOLUTION NO. 2019-088, ORDERING PREPARATION OF A FEASIBILITY REPORT
FOR THE 31ST STREET AND STILLWATER BLVD WATERMAIN IMPROVEMENTS TO
BE COMPLETED BY FOCUS ENGINEERING, INC. IN THE NOT TO EXCEED
AMOUNT OF $4,800. Motion passed 5 – 0.
ITEM 18: Subdivision Ordinance Update
Planning Director Roberts reviewed proposed changes to the Subdivision Ordinance update the
review process for new development applications.
Councilmember Bloyer, seconded by Councilmember Nelson, moved TO ADOPT
ORDINANCE 08-230 APPROVING THE SUBDIVISION ORDINANCE.
Councilmember Dorschner, seconded by Councilmember McGinn, moved TO AMEND THE
PRIMARY MOTION BY REQUIRING A SKETCH PLAN TO BE SUBMITTED TO THE
CITY WITH THE PRELIMINARY PLAT. Motion passed 4 – 1. (Bloyer - nay)
Primary motion passed 5 – 0 as amended.
Councilmember Dorschner, seconded by Mayor Pearson, moved TO ADOPT RESOLUTION
2019-089 AUTHORIZING SUMMARY PUBLICATION OF ORDINANCE 08-230. Motion
passed 5 – 0.
Mayor Pearson, seconded by Councilmember Bloyer, moved TO DIRECT STAFF TO BRING
A MOTION TO AMEND THE FEE SCHEDULE FOR COMMERCIAL DEVELOPMENT.
Motion passed 5 – 0.
COUNCIL REPORTS
Councilmember Bloyer: Attended Valley Branch Watershed District Meeting and encouraged
residents to call their County Commissioners to weigh in on the watershed district budget.
Councilmember McGinn: Commended staff on work on 3M water issues.

STAFF REPORTS AND ANNOUNCEMENTS
Administrator Handt: Announced programs available to residents through a water efficiency
grant and reported on upcoming 3M work group meetings.
City Attorney Sonsalla: Working on Springs Apartments Development Agreement and issues
with Four Corners.
