Home My WebLink About#15 - Purchase of Service Truck STAFF REPORT DATE: REGULAR MOTION TO: City Council FROM: Rob Weldon, Public Works Director AGENDA ITEM: Purchase of Service Truck REVIEWED BY: BACKGROUND: With the growth of city infrastructure Public Works Staff has identified the need to add a service truck to its fleet of vehicles. Such vehicles are utilized by nearly all cities in the metropolitan area for both daily task and emergency situations. In the past the city has relied on neighboring communities for assistance when the need arose. But with the rate of growth Lake Elmo is experiencing it is difficult for other cities to provide assistance to meet current and future needs. ISSUE BEFORE COUNCIL: Should the City Council approve the purchase of a service truck as outlined in the Capital Improvement Plan? PROPOSAL DETAILS/ANALYSIS: The proposed purchase of the service truck is to provide a vehicle capable of pulling and servicing lift station pumps, pulling and repairing pressure reducing valves, along with pulling and installing street sign posts. This vehicle will also be equipped with a compliment of tools to perform basic repairs to vehicles that may break down in the field. It will also provide storage space for the departments confined space equipment which currently resides on storage racks at the Public Works Facility. In order for a service vehicle to carry out the tasks listed above it requires the following equipment to be installed; 6000lbs hydraulic crane, needed for lifting pumps and valves from lift stations and valve vaults over 20ft below grade, also needed to lift equipment to install and pull sign posts; Rotary Screw air compressor, needed for pounding sign posts, airing flat tires powering tools and cleaning of pump equipment. Staff has viewed similar vehicles from several other cities and created specifications that fit the need to serve the Lake Elmo community. The purchase of this vehicle represents a further investment into the ever growing city infrastructure and safety of city employees while conducting work in the field in all weather conditions and all hours of the day. The MAC reviewed this at their February 27th meeting and recommended the Ford Chassis and Aspen Equipment options. FISCAL IMPACT: Cost of service truck shall not exceed $130,000. This is a decrease from the original amount of $200,000 listed in the CIP. The decrease came from a reduction in truck capabilities by removing a telescoping 40ft bucket that would have increased the use of this truck for tasks such as tree trimming.
