ISSUE BEFORE COUNCIL: Should the City Council approve the Local Partnership Program FY-2021
Funding Application to MnDOT for the TH36-Keats Avenue Eastbound Acceleration Lane?
BACKGROUND/PROPOSAL DETAILS/ANALYSIS: Last December the City retained SRF
Consulting to prepare and submit, on behalf of the City of Lake Elmo, a Local Partnership Program Funding
Application, formerly known as the Municipal Agreement Program, for Fiscal Year 2021. The application
is for State Funding to design and construct an eastbound acceleration lane on TH36 extending east from
Keats Avenue. The proposed project is intended to be similar to the eastbound acceleration lane constructed
east of the DeMontreville Trail N intersection with TH36. The application is due June 5, 2019.
The MnDOT Local Partnership Program exists to help fund projects that deliver a benefit to both the local
community and the trunk highway system. These funds can pay for Trunk Highway eligible construction
costs and up to 8% of the construction engineering costs (for inspection, contract administration, surveying
and materials testing as applicable, based on eligible costs). The Right of Way, Utility Relocation,
Preliminary Design and Final Design costs are not eligible for funding. The proposed funding available for
FY 2021 is $3 million. The maximum award available for any individual project is $710,000.
Projects selected for funding will be announced in late August, 2019. If successful, funds for selected
projects will become available July 1, 2020 and projects must be let for construction by June 30, 2021.
FISCAL IMPACT: None at this time.
RECOMMENDATION: Staff is recommending that the City Council approve a resolution requesting
funding through the Minnesota Department of Transportation FY-2021 Local Partnership Program for the
TH36-Keats Avenue Eastbound Acceleration Lane. The recommended motion for the action is as follows:
“Move to approve Resolution No. 2019-038, requesting funding through the Minnesota Department of
Transportation FY-2021 Local Partnership Program for the
TH36-Keats Avenue Eastbound Acceleration Lane”.

A RESOLUTION REQUESTING FUNDING FROM THE MINNESOTA
DEPARTMENT OF TRANSPORTATION THROUGH THE FY-2021
LOCAL PARTNERSHIP PROGRAM FOR THE TH36-KEATS AVENUE
EASTBOUND ACCELERATION LANE
WHEREAS, the Minnesota Department of Transportation (MnDOT) is currently accepting
candidate projects for the Fiscal Year 2021 Local Partnership Program (LPP); and,
WHEREAS, the City of Lake Elmo has identified a project which will deliver a benefit to both
the local community and the trunk highway system; and,
WHEREAS, the Project, the construction of an eastbound acceleration lane on TH 36 extending
eastly from Keats Avenue, will address an unsafe merging problem on the trunk highway system
that is of concern to the citizens of the City of Lake Elmo; and,
WHEREAS, the City of Lake Elmo is committed to providing the local share of the Project costs
if the Project is selected as part of the FY 2021 Local Partnership Program; and,
WHEREAS, the City of Lake Elmo is committed to completing the Project if selected as part of
the FY 2021 Local Partnership Program.
NOW, THEREFORE, IT IS HEREBY RESOLVED,
1. That the Lake Elmo City Council, hereby adopts this Resolution, supporting the application
for funding from the Minnesota Department of Transportation through the FY 2021 Local
Partnership Program.
2. That if the Project, the construction of an eastbound acceleration lane on TH 36 extending
eastly from Keats Avenue, is selected for funding, the city shall provide the city’s share of
funding and the city will be committed to completing the Project by the end of 2021.

MAY 2019.
