BACKGROUND:
The City of Grant has completed a draft of their 2040 Comprehensive Plan Update and has
submitted for adjacent jurisdictional review. The review period ends June 14, 2019. Staff has
prepared draft comments for the review by the City.
ISSUE BEFORE CITY COUNCIL:
The City Council is being asked to review and approve staff comments about the City of
Grant Draft 2040 Comprehensive Plan Update.
PROPOSAL DETAILS/ANALYSIS:
Below provides a summary and analysis of the Grant 2040 Comprehensive Plan update and
how it affects Lake Elmo:
Introduction and Land Use. The proposed Comprehensive Plan notes that Grant has
retained its large-lots and agrarian roots for decades and that they plan to protect the rural
residential lifestyle and character, agricultural uses and scenic views in the City for
generations to come.
The Plan also notes that they expect Grant to continue to grow with single-family low density
(rural) residential development. The Metropolitan Council has designated Grant as a
Diversified Rural community meaning they will be required to maintain an average density
not to exceed four dwelling units per 40 acres (1 dwelling unit per 10 acres).
The City is 16,981 acres in size and they are expecting its population to grow to about 4,260
by the year 2040 – an increase of 166 persons since 2010. The Plan also shows an increase in
the number of households in the City by 2040 to 1,700 – an increase of 237 over the 1,463
households in the City in 2010. They are not planning for any additional commercial or
industrial land uses beyond the existing areas in the City – primarily along the north side of
Highway 36.
Transportation. The City indicates that the existing principle and arterials should be
sufficient to handle existing and future development and they will work with the State of
Minnesota and Washington County to assure that minor arterials are protected and upgraded
as needed to handle additional traffic. The Plan notes that “the City continues to work with
adjacent municipalities and MnDOT as plans are further developed and individual segments
and improvements are brought closer to fruition.”
Parks and Open Space. The City will not be seeking out any additional land for public use
but relies on large lots for open space to maintain its rural character.
Public Facilities and Services. The City will continue to only provide basic services such as
roads, road maintenance, and arrangements for police, fire protection, and emergency
medical services. The City is planning to continue to obtain these services from neighboring
communities. There are no public utilities in Grant and they expect property owners to
continue to use private wells and on-site sewage treatment systems.
RECOMMENDATION:
Staff recommends, as part of tonight’s consent agenda, that the City make no comment about
the Draft 2040 Grant Comprehensive Plan. If the City Council chooses to remove this item
from the consent agenda, then staff would recommended the City Council adopt the
following motion:
“Move to make no comment about the Draft 2040 Grant Comprehensive Plan.”
