ISSUE BEFORE COUNCIL: Should the City Council approve Change Order No. 1 for the CSAH 19
and Hudson Boulevard Intersection Improvements?
BACKGROUND: Max Steininger, Inc. was awarded a construction contract on June 4, 2019 to complete
the CSAH 19 and Hudson Boulevard Intersection Improvements. The project construction is in progress.
PROPOSAL DETAILS/ANALYSIS: Max Steininger, Inc. has submitted a change order to address
additional work completed on the CSAH 19 and Hudson Boulevard Intersection Improvements as requested
by the City or County and as identified below.
1. Following the preconstruction meeting, the Phase 1 traffic control plan was revised at the request
of the City and Washington County to better address the traffic detours and signage for traffic on
I-94 and Keats Avenue. The request resulted in additional traffic control signage.
2. Washington County requested additional traffic control signs to detour traffic to the Washington
County Park Reserve. These costs will be 100% County cost share.
3. Upon excavation of soils for the storm sewer crossing at Keats Avenue, Type 5 Geotextile Fabric
was added to stabilize a segment of poor soils.
4. In order to accommodate the Phase 2 traffic control plan, a portion of shoulder along Hudson
Boulevard was paved to provide adequate lane widths. The additional lane width was needed to
accommodate traffic into and out of businesses at Hudson Boulevard and Keats Avenue.
The total cost of the above items increases the contract by $5,932.78. Detailed cost information can be
referenced by review the attached certificate. The cost share with Washington County is consistent with the
cooperative agreement and cost share policy.
FISCAL IMPACT: This change order will increase the contract in the amount of $5,932.78 bringing the
revised construction contract to $1,796,021.74. With this change order, the project remains within the
authorized project budget and contingencies.
RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent
Agenda, Change Order No. 1 for the CSAH 19 and Hudson Boulevard Intersection Improvements. If
removed from the consent agenda, the recommended motion for the action is as follows:
“Move to approve Change Order No. 1 for the CSAH 19 and Hudson Boulevard Intersection
Improvement Project, thereby increasing the contract amount by $5,932.78”.

added for the closure of Keats Avenue for a 4-day period at the
request and design of the City/County.

Reserve was added at the request of Washington County
