ISSUE BEFORE COUNCIL: Should the City Council approve Change Order No. 2 for the CSAH 19
and Hudson Boulevard Intersection Improvements?
BACKGROUND: Max Steininger, Inc. was awarded a construction contract on June 4, 2019 to
complete the CSAH 19 and Hudson Boulevard Intersection Improvements. The project construction is in
progress.
PROPOSAL DETAILS/ANALYSIS: Max Steininger, Inc. has submitted a change order to address
additional work completed on the CSAH 19 and Hudson Boulevard Intersection Improvements as
requested by the City and as identified below.
1. Reconstruct Catch Basin Manhole 5050: Remove casting, rings, infi-shield and install a 1-foot
barrel section, rings, infi-shield, and casting in order to match the graded side slopes. The location
of the manhole is in the corner of two slopes graded at 3:1, making surface elevations difficult to
match. The final grading in the field requires the manhole to be raised 1-foot higher than its
planned elevation.
The total cost of the above items increases the contract by $1,373.28.
FISCAL IMPACT: This change order will increase the contract in the amount of $1,373.28 bringing the
revised construction contract to $1,797,395.02. With this change order, the project remains within the
authorized project budget and contingencies.
RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent
Agenda, Change Order No. 2 for the CSAH 19 and Hudson Boulevard Intersection Improvements. If
removed from the consent agenda, the recommended motion for the action is as follows:
“Move to approve Change Order No. 2 for the CSAH 19 and Hudson Boulevard Intersection
Improvement Project, thereby increasing the contract amount by $1,373.28”.

This change order addresses construction changes not included in the base contract as requested by the City:
