AGENDA ITEM: Authorize Sewer Inspection Services for the Hamlet on Sunfish Lake HOA Sanitary Sewer System SUBMITTED BY: Jack Griffin, City Engineer REVIEWED BY: Krintina Handt, City Administrator Marty Powers, Public Works Director
Chad Isakson, Assistant City Engineer
ISSUE BEFORE COUNCIL: Should the City Council approve Sanitary Sewer Cleaning and Inspection Services by Empire Pipe Services and Hyperion Consulting for the Hamlet on Sunfish Lake HOA sewer?
BACKGROUND AND PROPOSAL DETAILS/ANALYSIS: The Hamlet on Sunfish Lake Subdivision
is located on the northwest side of the Village Area MUSA, just west of the Legacy at North Star Subdivision. The neighborhood is currently served through a privately owned and operated community wastewater treatment system that has been determined to be a non-compliant system. Hamlet on Sunfish Lake is currently operating the private wastewater system in accordance with a Schedule of Compliance through the Minnesota Pollution Control Agency (MPCA) dated March 13, 2014 and Amended January 18, 2017. The Schedule of Compliance requires the subdivision to connect to the City sanitary sewer system
by December 31, 2020 and then to decommission the private wastewater system. Hamlet on Sunfish Lake and the City of Lake Elmo have been planning for the neighborhood’s connection to the City sanitary sewer system since 2006 and entered into a Stipulation Agreement dated May 1, 2007 to address the eminent connection to City sanitary sewer. The HOA formally submitted a petition requesting municipal sanitary sewer service in August 2018. The petition was signed by 27 of the 41 properties benefitting from the requested improvements.
A Feasibility Report and Preliminary Design was authorized at the October 16, 2018 council meeting to address the scope of improvements necessary to make the direct connection from Hamlet on Sunfish Lake’s private sewer system to the City’s sanitary sewer system located within the Legacy at North Star development. The authorization for this limited scope was intended to expedite the improvements to meet the MPCA Compliance Schedule. PROPOSAL DETAILS/ANALYSIS: Engineering has developed a detailed scope of work and obtained
quotes to perform cleaning and inspection services of the Hamlet on Sunfish Lake HOA sanitary sewer system to evaluate the system condition and necessary corrections or repairs before the City considers taking ownership of the HOA sewer system. Quotes were obtained from Empire Pipe Services for the
cleaning and televising of the sewer mains and portions of the sewer services. Sewer services will be televised from the main to the right-of-way. Hyperion Consulting (Dave Klocker), together with public works, will inspect and evaluate each sewer manhole for deficiencies and necessary repairs and sealing. In
addition, Hyperion Consulting and FOCUS Engineering will review the televised sewer tapes to evaluate necessary repairs and corrections.
Once the sewer system corrections and repairs are identified, the scope of corrective work and estimated costs will be incorporated into the Feasibility Report to connect the HOA to the City sanitary sewer for the purposes of determining assessable costs for the project.
FISCAL IMPACT: $20,000. Estimated costs include $18,000 for Empire Pipe Services (additional sewer service lengths are anticipated over what is included in the Quote) and $2,000 for Hyperion Consulting. FOCUS Engineering fees are part of the previously authorized Feasibility Report.
HOA sanitary sewer inspection services, repair and corrections, connection to City sanitary sewer, and wastewater treatment decommissioning costs shall be paid by the HOA in accordance with the Stipulation
Agreement between the City and the Hamlet on Sunfish Lake Homeowners Association (HOA) dated May 1, 2007. RECOMMENDATION: Staff is recommending that the City Council approve Sanitary Sewer Cleaning and Inspection Services by Empire Pipe Services and Hyperion Consulting for the Hamlet on Sunfish Lake HOA sewer. The recommended motion for this action is as follows:
“Move to approve Sanitary Sewer Cleaning and Inspection Services by Empire Pipe Services and Hyperion Consulting for the Hamlet on Sunfish Lake HOA sewer in the not to exceed amount of
$20,000.”
