BACKGROUND:
Manning Phase 3 (Manning from the reconstruct of Manning/Stillwater Blvd to north of 10th St) has been
in the city and county’s Capital Improvement Plan (CIP) for a few years. As shown on the project
summary sheet included in your packet it had been tentatively planned for 2023. Earlier this year the
County held an online open house to gather feedback from residents (accessible at

ISSUE BEFORE COUNCIL:
What feedback does the Council have regarding Manning Phase 3?
PROPOSAL DETAILS/ANALYSIS:
While staff had been planning to bring this information to council to share the public feedback and get input
from council regarding that feedback (trails, Easton Village Access, etc), the county recently informed us
that they no longer have funding to move forward with the project as planned in 2023. The two sources of
funding they had identified (bonding and increased sales tax) are no longer approved funding sources for
them. Instead the county will be changing their focus to traffic management improvements. While nothing
specific has been identified, city staff has emphasized the need for a stop light at Manning and 30th St in
the near future. The county may also decide to break the project up into smaller sections depending upon
their funding availability.
FISCAL IMPACT:
As shown in the city’s CIP, the funding source for the city contribution was planned to be debt service and
possibly assessments. The city has also included $250,000 for the stoplight at Manning and 30th St. in the
CIP with the funding source being Municipal State Aid (MSA) funds. With the recent 12% cut in those
funds from the state, the city will have to re-evaluate which projects are slated for this funding source.
