HomeMy WebLinkAbout#04 - September 2020 Public Works ReportMAYOR AND COUNCIL COMMUNICATION DATE 10/20/2020 CONSENT AGENDA ITEM: Public Works Director Report SUBMITTED BY: Marty Powers, Public Works Director REVIEWED BY: Kristina Handt, City Administrator ISSUE BEFORE COUNCIL: City Council is asked to review and accept, as part of Consent Agenda, a brief description of activities that have taken place in the Public Works Department in the month of September 2020. PROPOSAL DETAILS/ANALYSIS: PARKS • Weekly garbage collection continues • Ivy wood Park improvements are completed. The pickle ball courts are being used daily • Sunfish Lake Park bike trail construction is complete. The trails have been seeded and the signage installation continues. The bike trails are open and being used daily. • Continue to work with volunteers to update & improve trail signage maps for the Sunfish Park trails • Cut and remove downed trees in several parks • Complete monthly park inspections • Replacing failing boards on picnic tables • Graded gravel parking lots • Install Ivywood and Pilot park signs • Mow city trail edges • Added Black dirt and seeded areas of Hammes Park to improve the grass • The Lions Park warming house will not be open to the public this skating season due to half of the public works team utilizing it as an office during the pandemic. Portable toilets and picnic tables will be stationed near the skating rink for its season • Completed and submitted 2020-2021 Ski Grant Application City Council Meeting Date Consent/Regular Agenda Item #__ Page 2 SURFACE WATER • Public Works started its annual MS4 stormwater system inspection. Each year the city is mandated to inspect all sumps and a percentage of its storm water infrastructure. We are currently building an inspection record keeping system within our current beehive asset management software. This will create efficiencies when entering in data, photos and when retracting info and reports STREETS • No potholes were filled in September due to higher priorities and staff shortages. Pot hole filling will resume in October • The Mill and Overlay on Jamaica was completed. • Stripping is completed on the 2020 mill/overlay and chip seal projects • Precons and weekly construction meetings continue on site or virtually • The 2020 Stonegate street and utility improvement project continues • Continue attending to downed trees and branches after storms • Collect road kill as identified • Complete maintenance on trucks and equipment as needed • Hauled free shouldering material to be crushed and then used it to improving shoulders on many miles of city roads • Fall ditch mowing for visibility, safety and brush control was completed • Continue monthly OSHA safety meetings virtually • Complete DOT inspection on all trucks and trailers • Assist with Easton Village and Legacy 2nd walk throughs • Added gravel to Klondike Ave • PW Street Lead and I attended a virtual APWA Public Fleet Management workshop • Met with engineering and planning to determine additions to the plow routes for 2020 • Completed tree trimming of city owned trees on 5th street • Attended to issues of theft of material and unapproved placement of material from residents in the stonegate project SEWER • Continue daily rounds for preventive measures, compare pump run times and resolve alarms • Continue Weekly Proactive Pump downs of all Lift stations, Monthly Float Cleaning • Continue SCADA improvements, including digital read outs for chemicals at well 2 and incorporating exercising and monitoring its generator • Schedule the rental of a VAC truck to assist public works in its annual sanitary jetting program along with clean of its storm water sumps and lift station • Annual generator inspection and maintenance was completed. The Royal South lift station generator was determined to have excessive wear due to an abundance of hours on the unit. A number of issues have been since resolved which lead to the excessive run time hours City Council Meeting Date Consent/Regular Agenda Item #__ Page 3 WATER • Complete monthly MDH bacteria and fluoride sampling • Complete source nitrate sampling for MDH • Complete Monthly Generator and Safety Inspections of Equipment and Facilities • Continue daily rounds, chlorine/fluoride sampling and locates • Continue dropping off new construction meters • Complete quarterly meter reading and work together to complete downloads and billing without utility billing admin • Continue correcting meter issues • The construction of the Well 5 building is progressing. • Assist in 50th st water main connection • Submit well water draw down reports to DNR • Lake Elmo Water system changes from a Class D system to a Class C system due to population served. Three additional monthly samples are added due to the change • MDH completed 2020 sanitary survey of the city’s wells and water system and staff made corrections as recommended • Completed annual water main valve exercising, 1/3 of all valves each year • Repair water main damaged during the street signal install at 5th and Inwood FACILITIES • Continue to Lower and Raise flags for Governor ordered half-staff events • City hall sewer drains were cleaned after backing up STAFF • Public Works dealt with the majority of its staff being quarantined due to Covid. Essential task of water/sewer rounds, sampling and locates were completed PANDEMIC PREPARDNESS • The Public Works crew continues to work in two teams out of two locations minimizing the sharing of equipment and tools • Additional cleaning supplies, rubber gloves, face masks, sanitizers and cleaning wipes have been provided • A cleaning company was contracted to complete a covid sanitizing of public works offices, trucks, equipment and the warming house RECOMMENDATION: Base on the activities listed above, City Council is respectfully asked to accept the September 2020 Public Works Report.
