#18 - Sunfish Lake Park Kiosk Sign
STAFF REPORT DATE: 10-20-2020 REGULAR TO: City Council FROM: Ben Prchal, City Planner AGENDA ITEM: Bike Trials within Sunfish Lake Park REVIEWED BY: Ken Roberts, Planning Director Marty Powers, Public Works Director Parks Commission BACKGROUND: The City of Lake Elmo Parks Commission and City Council approved a Capital Improvement expenditure of $120,000 for the development of bike trials in Sunfish Lake Park. With the trails and project nearing completion it is now time to seriously consider improving the main kiosk sign. City Staff took comments from Council members during the September 15th Council meeting and have applied them to the Sunfish Trail Map. ISSUES BEFORE THE CITY COUNCIL: Does the City Council believe a new kiosk sign should be installed in Sunfish Lake Park? Should the City allow sponsorship signage in Sunfish Lake Park? Signage: Trail Signage With the added amenity of bike trails, it is anticipated that the number of users in the park will increase and/or become more diversified. With the user type expected to vary, the majority of the proposed trail is designed to mitigate the speed at which a bike will cross a walking path. At these crossings brush has been cleared, rocks have been used to slow the speed of riders, and directional signage has been installed. Kiosk Signage With additional trails being added into the park and some of the existing trails being “removed” (In the sense that they will not be actively maintained) the overall trail map will need to be updated. Included with this report is an example of the kiosk sign, prepared and provided by Weeks-End Signs. The sign(s) will hold the park rules and expectations of the users within the park. At the September 15th City Council meeting Staff was directed to make changes to the kiosk signage. The changes have been implemented onto the kiosk sign and should mitigate some of the discussed issues. It is important to know that Staff did not have Weeks End update the proposal to mimic the new map. Private Business/Sponsor Signage An additional opportunity to consider would be the allowance of individual sign spaces for sponsors or volunteer groups that invest their time or funds into the park. Multiple locations could be considered, but Staff would recommend keeping Sponsor Signage separate from the kiosk sign in the sense that a change one would not impact the other. The Parks Commission shied away from specific business signs being installed at the City park and instead would like to recommend informal signage directing visitors from the park to downtown Lake Elmo. Such as, a directional sign stating “Downtown Lake Elmo This Way.” The full motion from the Parks Commission is listed below. FISCAL IMPACT (Estimated): $120,000 was reserved for the development of the new single track trails and the awarded contract came in at $111,682.21 which leaves $8,317.79 for savings or re-investment. The proposal provided by Weeks-End Signs came in at $455. However, Staff is expecting some changes/edits so it may be prudent to recommend a not to 2 exceed amount of $500. Staff initially estimated that $2,800 would be required for signage. Counting existing expenses on directional signage if the Weeks-End Sign package is selected the City will have $1,270 remaining from the $2,800 estimate. RECOMMENDATIONS: Parks Commission: Kiosk Sign - The Parks Commission would like to recommend approval of the Kiosk Sign with amendments. They would like to see a correction made to the horse sign in that they believe the original hose sign should be used. They also would like to see “All other rules still apply” with the winter park rules. The Commission voted for the amendments and approval by a 3-0 vote with one abstention. Private Business Sign – There was a conversation regarding the idea and potential of incorporating business advertisement signs into the park. The Commission does not believe specific businesses should be advertised in the park. Instead they would like to suggest a sign that would direct visitors to down town Lake Elmo. “Recommend informational sign as park users depart from the main entrance directing them towards Lake Elmo (Downtown) with verbiage that encourages them to visit the City for all of their needs.” This is recommended by a 4-0 vote. Riding on wet trails creates ruts causing water to run down and collect on the trail hindering the sustainability of the trail. The trail will be posted closed during extended wet conditions. At other times, please allow the trail to dry before use. This trail is the result of a successful partnership between the City of Woodbury, Minnesota Department of Natural Resources and the Minnesota Off-Road Cyclists (MORC). MORC is a non-profit organization with more than 900 mountain bike members, dedicated to gaining and maintaining sustainable natural-surfaced recreational trails throughout the state. MORC volun-teers designed and completed construction of the trail, and those same volunteers continue to care for and maintain it, in coopera-tion with the City of Woodbury. MORC thanks the city for this opportunity to create a valuable and lasting recreational resource for the city’s residents and guests.During Wet ConditionsTRAIL CLOSEDLegendOff-RoadPavedSoft-surfaceStairsPark hours are 6 a.m. to 10 p.m. or as scheduled for eventPicnic shelter use requires permitTrash and recycling must be deposited in designated containersPets must be on leash and pet waste must be picked upTobacco use is prohibitedGlass containers are prohibitedNo motorized vehicles on grass or trailsOn paved trails, Bicyclists must yield to pedestriansFor Facility Information or Maintenance Needs:Contact City of Woodbury Parks and Recreation(651) 714-3583 or visit www.ci.woodbury.mn.usFOR EMERGENCIES OR TO REPORT SUSPICIOUS ACTIVITY:DIAL 911WelcomeThis Trail Built and Maintained with the Help ofMORCTrail Conditions, Trail Work Schedules and more at:www.morcmtb.orgPicnic ShelterPlay EquipmentVolleyball CourtArcherySwimming BeachRestrooms / Park BuildingParkingEXITTrail Length is Approximately 5.25 MilesCarver LakeSingle-Track Trail DesignCity of WoodburyCarver Lake Park Off-Road Cycling TrailThe way we ride today shapes mountain bike trail access tomorrow.
