DATE: October 6, 2020
CONSENT
AGENDA ITEM: Approve Geotechnical Services Contract for the Hamlet on Sunfish Lake Street
and Utility Improvements
SUBMITTED BY: Jack Griffin, City Engineer
REVIEWED BY: Kristina Handt, City Administrator
Marty Powers, Public Works Director
Chad Isakson, Assistant City Engineer
ISSUE BEFORE COUNCIL: Should the City Council approve a Geotechnical Services Contract with
AET, Inc. for the Hamlet on Sunfish Lake Street and Utility Improvements?
BACKGROUND: At the July 21, 2020 council meeting the City Council authorized the preparation of
plans and specifications for the Hamlet on Sunfish Lake Street and Utility Improvements. The project will
extend municipal water into the neighborhood to provide clean drinking water to each of the 41 homes. The
private HOA Sanitary sewer collection system will be repaired and replaced as necessary to ready the
system for city ownership and maintenance. Following the utility work, the public streets will be
reconstructed together with the installation of drain tile and concrete curb and gutter.
PROPOSAL DETAILS/ANALYSIS: As part of the detailed design services for the street and utility
improvements, a geotechnical investigation needs to be completed. The services include taking soil borings,
analysis of soil properties, and preparation of a report including recommendations for pipe bedding, street
pavement sections, and other recommendations for constructing the proposed improvements. Proposals
were solicited from two firms in the city consulting engineering pool, including Braun Intertec Inc, and
American Engineering Testing (AET), Inc. The City Engineer is recommending a contract be awarded to
American Engineering Testing (AET), Inc.
FISCAL IMPACT: $11,700. The work scope and fees are within the previously council authorized budget
for the Project. Total estimated project cost of $3,970,600.
RECOMMENDATION: Staff is recommending that the City Council consider, as part of the consent
agenda, awarding a Geotechnical Services Contract for the Hamlet on Sunfish Lake Street and Utility
Improvements. Staff is recommending AET, Inc. be awarded the contract in a not to exceed amount of
$11,700. If removed from the consent agenda, the recommended motion for this action is as follows:
“Move to approve a Geotechnical Services Contract to AET, Inc in the not to exceed amount of
$11,700 for the Hamlet on Sunfish Lake Street and Utility Improvements.”
