HomeMy WebLinkAbout#07- CO2 for 31st St.-Stw Blvd STAFF REPORT DATE: November 17, 2020 CONSENT AGENDA ITEM: Approve Change Order No. 2 for the 31st Street & Stillwater Boulevard Watermain Improvements SUBMITTED BY: Mark Scholle, Project Engineer REVIEWED BY: Kristina Handt, City Administrator Marty Powers, Public Works Director Jack Griffin, City Engineer ISSUE BEFORE COUNCIL: Should the City Council approve Change Order No. 2 for the 31st Street & Stillwater Boulevard Watermain Improvements? BACKGROUND: Miller Excavating, Inc. was awarded a construction contract on May 5, 2020 to complete the 31st Street & Stillwater Boulevard Watermain Extension. On September 15, 2020 the City approved Change Order No. 1 to significantly revise the watermain alignment and scope of work in order to avoid the UPRR crossing and reduce the overall project costs roughly $80,000. The change in project scope delayed the start of the work until early October, 2020. At this time the work is substantially completed, except for restoration, with the watermain installed, tested and ready for operation. The six properties have been notified that they are able to connect to the public watermain and have 1-year to make the connection. The original project contract had a required substantial completion date of October 31st, 2020 and final completion date of November 13, 2020. PROPOSAL DETAILS/ANALYSIS: Miller Excavating, Inc. has requested an extension to the contract times to complete the restoration work next spring when the weather will allow for the permanent establishment of vegetation. Staff has reviewed this request and is recommending that the request be approved to extend the contract times for substantial and final completion by an additional 229 days. The substantial completion date will change to June 17, 2021 and the final completion date will change to June 30, 2021. FISCAL IMPACT: There is no change to the contract amount as part of this change order. RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent Agenda, Change Order No. 2 for the 31st Street & Stillwater Boulevard Watermain Improvements. If removed from the consent agenda, the recommended motion for the action is as follows: “Move to approve Change Order No. 2 for the 31st Street & Stillwater Boulevard Watermain Improvements, thereby revising the substantial completion date from October 31, 2020 to June 17, 2020; and revising the final completion date from November 13, 2020 to June 30, 2021”.
