ISSUE BEFORE COUNCIL: Should the City Council approve Change Order No. 1 for the Well No. 5
Connecting Watermain Improvements?
BACKGROUND: Miller Excavating, Inc. was awarded a construction contract on July 16, 2020 to
complete the Well No. 5 Connecting Watermain Improvements. Work remains in progress with a
substantial completion date of October 9, 2020 and final completion date of November 13, 2020.
PROPOSAL DETAILS/ANALYSIS: Miller Excavating, Inc. has submitted a change order to address
work not included in the contract documents. Seed and hydromulch was used as a restoration technique in
boulevard areas that did not require erosion control blanket. This restoration technique costs less money
than using erosion control blanket and provides an overall savings to the project in the amount of $2,302.94
overall. This savings is reflected through on the compensating change order at the end of the project.
FISCAL IMPACT: This change order will increase the contract in the amount of $2,547.50, bringing the
revised construction contract to $502,547.83. A savings to the overall project of $2,302.94 will be reflected
at the end of the project. With this change order, the project remains within the authorized project budget
and contingencies.
RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent
Agenda, Change Order No. 1 for the Well No. 5 Connecting Watermain Improvements. If removed from
the consent agenda, the recommended motion for the action is as follows:
“Move to approve Change Order No. 1 for the Well No. 5 Connecting Watermain Improvements,
thereby increasing the contract amount by $2,547.50”.
