STAFF REPORT DATE: November 17, 2020 REGULAR AGENDA ITEM: Approve City Comments on the Washington County DRAFT 2021-2025 Capital Improvement Plan (CIP) SUBMITTED BY: Jack Griffin, City Engineer REVIEWED BY: Kristina Handt, City Administrator Marty Powers, Public Works Director Ken Roberts, Planning Director Chad Isakson, Assistant City Engineer ISSUE BEFORE COUNCIL: Should the City Council approve the City comments to be submitted to Washington County regarding the County’s DRAFT 2021-2025 Capital Improvement Plan? BACKGROUND: On October 20th, City staff received notice from Washington County that the Draft 2021-2025 Capital Improvement Plan (CIP) was available for review and that comments must be received by November 25, 2020 for consideration when developing the final CIP. A public hearing will be held on December 15, 2020, prior to adopting the final document. As part of the annual budget process, Washington County prepares a five-year Capital Improvement Plan (CIP), which includes the county's tentative plans for roads, bridges, parks, land, trails, transit, and public facilities. The first year of this plan is included in the county's proposed 2021 budget. The “out-years” of 2022-2025 reflect projected needs and estimated costs, which may change based on future priorities and funding opportunities. Projects that were budgeted in 2020 (or prior to), and are not yet complete, are not reflected in the draft 2021-2025 CIP; funding for the completion of those projects has been set aside, and therefore aren’t reflected in future years’ CIP documents. A full copy of the draft CIP document is available online at the county website. The attached packet highlights the substantial transportation roadway related projects included within the City of Lake Elmo over the next five years. Parks and Public Facility projects are not included in this review. It should also be noted that the County completes intersection control projects and pavement preservation projects each year but the specific work related to these improvements is not identified within the CIP document. The County budgets $420,000 for one intersection control project each year, and has budgeted $25M over 5 years for various pavement maintenance and preservation projects. The transportation roadway projects identified on the County’s 2021-2025 CIP that are located in Lake Elmo are summarized below: • 2021: CSAH 15 & TH 36 Interchange. $24.7M. Estimated City cost share remains in negotiations. The current projected Lake Elmo costs as identified by Washington County is $254,000. • 2022: CSAH 13 Phase 2, from CSAH 14 to 44th Street. $6.6M Estimated City cost share has been negotiated to be $363,000. • 2025: CSAH 15, from CSAH 10 to CSAH 14. $2.5M. City cost share is unknown. The Project scope of the CSAH 15 (Manning Avenue) Phase 3 Improvements for a 4-lane divided highway has been scaled down to Traffic Management Projects with $1.5M becoming available in 2025 for construction. • 2023-2025: CSAH 19 and CSAH 10 Intersection. $1.0M. City cost share is unknown but should be limited as all four legs of the intersection are County owned roadways. This project is listed in the CIP in 2023, 2024, and 2025. Project is needed to address intersection delays and may result in the construction of a roundabout. PROPOSAL DETAILS/ANALYSIS: Staff has reviewed the County’s Draft 2021-2025 CIP. After reviewing these projects, the changes made by the County from the 2020-2024 CIP, and in reviewing other potential transportation needs in Lake Elmo, staff has identified the following notable concerns: • The primary concern relates to the County’s change of plans in regards to the CSAH 15 (Manning Avenue) Phase 3 Improvements. The proposed 4-lane divided highway improvements that were supported by the projected growth in traffic demands has been indefinitely postponed for at least the next 15 years due to the lack of funding. The County has pivoted to the identification and development of various Traffic Management Projects along the corridor that could be implemented to accommodate various traffic and safety issues that will be experienced over this period of delay. As listed above, the County has budgeted only $1.5 million that will be available in 2025 for such projects. One example project that could be constructed with this funding is the intersection and traffic signal improvements at CSAH 15 & 30th Street, however the 2025 time frame may be beyond the projected needs for the traffic signal. Staff believes that the 4-lane divided highway improvements will be necessary to meet the growing traffic demands along this corridor and that the County should re-evaluate funding allocations in order to keep this improvement within the 2021-2025 CIP. Segments of the corridor could be prioritized, such as from CSAH 14 to 30th Street, where localized development impacts are the greatest. The CSAH 15 and 30th Street North intersection and traffic signal improvements should be planned for construction in 2022 to ready this intersection for the Easton Village access closure to CSAH 15 and as the Easton Village and Northport development build-outs are directed to this intersection. • The CSAH 13 (Ideal Avenue) improvements, from CSAH 14 south the Helmo Avenue, was previously identified to be improved in 2024. However, this project is no longer listed in the County’s Draft 2021-2025 CIP. Should the City move forward with sale and development of the City owned property along Ideal Avenue and Stillwater Boulevard, and the potential extension of sanitary sewer to this property, improvements to this segment of Ideal Avenue may be required. At a minimum, the City believes that preliminary planning efforts are needed to identify the future improvements and alignments that will be needed in order to preserve the necessary right-of-way. • The intersection of CSAH 14 and Lake Elmo Avenue by Lake Elmo Elementary School will experience continued traffic growth, and will likely require intersection improvements along with the minor realignment of Lake Elmo Avenue. At this time, staff does not have information or projections that would indicate that these improvements are needed in the 2021-2025 time frame. However, staff believes that preliminary planning efforts are needed to identify the future intersection improvements and alignments that will be needed in order to preserve the necessary right-of-way as development encroaches the intersection. • The CSAH 15 (Manning Avenue) Phase 4 Improvements, from I94 to CSAH 10 have been removed from the County’s five-year CIP, for similar reasons to the CSAH 15 Phase 3 Improvements. Since this roadway segment is already a 4-lane divided highway, staff has not included the elimination of this project in the City comment letter. FISCAL IMPACT: No Fiscal Impacts at this time. However, County improvement projects completed within the City of Lake Elmo often contain a cost participation by the City. OPTIONS: 1) The City Council can approve the City comments to be submitted to Washington County regarding the County’s 2021-2025 Capital Improvement Plan. 2) The City Council can approve the City comments, as amended, to be submitted to Washington County regarding the County’s 2021-2025 Capital Improvement Plan. RECOMMENDATION: Staff is recommending that the City Council approve the City comments to be submitted to Washington County regarding the County’s 2021-2025 Capital Improvement Plan. The recommended motion for the action is as follows: “Move to approve City comments to be submitted to Washington County regarding the County’s 2021- 2025 Capital Improvement Plan with comments to be submitted on or before November 25, 2020.” ATTACHMENTS: 1. Projects under this program would typically be individually identified and programmed through the County's Intersection Control Ranking System (ICRS). This program assumes one intersection improvement is programmed per year at a cost of $420,000. Project #RB-2201 Justification High-level intersection controls (roundabouts and traffic signals) may be constructed at county highway intersections meeting criteria set forth in the County Intersection Control Ranking System. The county proactively plans for the installation of intersection controls to improve the safety and efficiency of traffic flow on the County Highway System. The annual Intersection Control Ranking System determines the priority of these installations. The number of projects programmed varies depending on actual budget funding, the availability of matching funds, unforeseen development, or intersection safety problems. Budget Impact/Other The typical traffic signal costs $1,500 per year to operate and maintain. This cost to the public is off-set by the increased traffic flow efficiency and enhanced safety. Examples of solutions include: 1) Turn-lane construction 2) Signal-timing studies 3) Flasher installations 4) Minor curve corrections 5) Pedestrian and trail projects 6) Signing and striping improvements Project #RB-2203 Justification This annual program is needed to provide the county with the ability to be responsive to small safety or traffic-capacity problems throughout the year that are not programmed into a larger capital project. The county proactively plans for various safety/capacity projects in its budget. Keeping an allotment in the budget for these types of projects eliminates future safety hazards for vehicular and pedestrian traffic. Proactively improving/reducing safety or traffic-capacity problems is cost-efficient and keeps the potential for larger expenditures minimal. Budget Impact/Other The project scope doesn't significantly increase the operating costs of a county highway. Useful Life 5+ years Project Name Misc. Project #RB-2588 Justification This intersection currently operates as an at-grade intersection controlled by a fully-actuated traffic control signal. Growing traffic demands and safety concerns on both TH 36 and CSAH 15 justify the need for a grade-separated interchange. An interchange at this intersection is a project that is consistent with the Minnesota Department of Transportation's goals for the TH 36 corridor. Budget Impact/Other The project will increase operation and maintenance costs because of added infrastructure associated with the interchange. It is expected that local agencies, the State of Minnesota, and Federal Aid will provide funding for this project. A final project scope, right-of-way acquisition required, and cost estimates will be refined prior to starting final design. The estimated cost is based on the corridor study. Project #RB-2623 Justification CSAH 13 is a north-south minor arterial serving regional traffic in Oakdale and Lake Elmo. Land development in the area continues, including requests for new access onto CSAH 13. Providing for increased capacity and allowing appropriate access is critical for regional traffic. Phase I was constructed in 2017 and included highway reconstruction with the addition of a trail on the west side, sanitary sewer, and storm water treatment facilities. From a county standpoint, this proposed south segment of CSAH 15 connects Manning Avenue to Stillwater Boulevard which currently requires access to TH 36. From Minnesota Department of Transportation's (MnDOT) standpoint, this project reduces local trips on TH 36, where traffic volumes have increased due to the River Crossing project. This project also aids in development potential south of TH 36. Project #RB-2652 Justification Coordination with MnDOT, local partners, and developers strengthened the county's goal to complete this gap on the CSAH 15 corridor. Project #RB-2655 Justification Traffic growth and ongoing development in the region has increased volumes around this intersection. The current all-way stop control can be confusing during peak traffic times and does not adequately service the demand. Delays are common and backups more than 1,000 feet occur frequently. This intersection is ranked near the top of the county's Intersection Control Ranking System. It is well suited for a roundabout, but will need significant reconstruction to address other needs. Budget Impact/Other This project will increase operation and maintenance costs because of the added infrastructure. After reviewing these projects, the changes made by the County from the 2020-2024 CIP, and in reviewing other potential transportation needs in Lake Elmo, we have identified the following notable concerns: 1) The primary concern relates to the County’s change of plans in regards to the CSAH 15 (Manning Avenue) Phase 3 Improvements. The County has budgeted only $1.5 million that will be available in 2025 for such projects. One example project that could be constructed with this funding is the intersection and traffic signal improvements at CSAH 15 & 30th Street, however the 2025 time frame may be beyond the projected needs for the traffic signal. The City believes that the 4-lane divided highway improvements will be necessary to meet the growing traffic demands along this corridor and that the County should re-evaluate funding allocations in order to keep this improvement within the 2021-2025 CIP. 2) The CSAH 13 (Ideal Avenue) improvements, from CSAH 14 south the Helmo Avenue, was previously identified to be improved in 2024. 3)2) At a minimum, the City we bbelieves that preliminary planning efforts are needed to identify the future intersection improvements and alignments that will be needed in order to preserve the necessary right-of-way as development encroaches the intersection. 4) [KH1] 5)3) The intersection of CSAH 14 and Lake Elmo Avenue by Lake Elmo Elementary School will experience continued traffic growth, and will likely require intersection improvements along with the minor realignment of Lake Elmo Avenue. At this time, the Ccity does not have information or projections that would indicate that these improvements are needed in the 2021-2025 time frame. However, we believe that preliminary planning efforts are needed to identify the future intersection improvements and alignments that will be needed in order to preserve the necessary right-of-way as development encroaches the intersection. Please feel free to contact me at 651.747.3905, or at KHandt@lakeelmo.org, with any questions you may have regarding Lake Elmo’s comments.
