SUBMITTED BY: Jack Griffin, City Engineer REVIEWED BY: Kristina Handt, City Administrator Marty Powers, Public Works Director Chad Isakson, Assistant City Engineer ISSUE BEFORE COUNCIL: Should the City Council approve a contract to complete geotechnical investigation work for the scheduled 2021 street maintenance/construction projects? PROPOSAL DETAILS/ANALYSIS: Staff received proposals from two geotechnical firms (AET and Braun Intertec) to complete an analysis, prepare a report of findings, and provide construction recommendations based on soil conditions found in maintenance and construction projects planned for 2021. These projects consist of: 1. 50th Street North and 51st Street North Mill and Overlay. 2. Tamarack Farms Street Improvements. Both companies provided a scope of services consistent with the work requested. AET’s proposal includes a fee of $10,900. Braun Intertec’s proposal includes a fee of $15,570. The City Engineer is recommending a contract be awarded to AET. AET anticipates starting field investigation 1-2 weeks after authorization. FISCAL IMPACT: $10,900. This fee is a part of the overall project costs for the 2021 capital projects and 2021 street maintenance budget. The appropriate costs will be assigned to each project fund. RECOMMENDATION: Staff is recommending that the City Council, as part of the Consent Agenda, approve a geotechnical services contract for the 2021 street maintenance/construction projects to AET in the not to exceed amount of $10,900. If removed from the consent agenda, the recommended motion for the action is as follows: “Move to approve a geotechnical services contract for the 2021 street maintenance/construction projects to AET in the not to exceed amount of $10,900”. This proposal will define the scope to be performed and present our unit fees and requested budget to conduct this scope. Scope: Fieldwork- 2021 Mill and Overlay • Perform seventeen 6-inch diameter pavement cores; six on 50th Street and eleven on 51st Street. • As frozen base conditions are likely, conduct a 1-foot deep power/flight auger boring at each core location to explore the aggregate base thickness. • Backfill boreholes and patch the surface with bituminous cold mix upon completion. • Measure and document the final core/boring locations (using GPS). No measuring of the surface elevations is planned. • Provide flaggers and traffic control signage for a lane closure to allow the operations on 50th Street Fieldwork- Tamarack Farms Improvements • Drill and sample five standard penetration test borings on the existing streets to depths of 11 feet. • Clear underground public utilities through the Gopher State One Call system. • Measure and document the final boring locations (using GPS). No measuring of the surface elevations is planned. Laboratory • Visually-manually classify the retrieved soils per the Unified and AASHTO Soil Classification Systems. Cara Geheren, PE December 1, 2020 Page 2 of 2 • Conduct water content tests on cohesive soil samples retrieved. • Conduct soil index testing (budget allows for four sieve analysis tests, or equivalent). Report (to include) • Logs of the test borings, including N-values and location data. • Photos of the pavement cores. • Descriptions of the drilling, sampling, testing, and classification methods. • Review of the encountered soil and groundwater conditions. • Recommendations for subgrade preparation, estimated R-value, and pavement section thickness design. The scope of work defined in this proposal is intended for geotechnical purposes only, and not to explore for the presence or extent of environmental contamination at the site. However, we will note obvious contamination encountered. Fee: The work will be performed on a time and materials basis per the attached fee schedule. Based on the described scope, we request a budget of $10,900. Terms/Conditions: Our services will be performed per the Contract Agreement Between the City of Lake Elmo and American Engineering Testing, Inc. for Professional Services, dated July 20, 2010. Night time shift work will include a premium charge of $30.00 per person per shift.
