ISSUE BEFORE COUNCIL: Should the City Council accept bids and award a contract for the
Pumphouse No. 5 Improvements?
BACKGROUND: On May 5, 2020, the City Council approved the plans and specifications for the
Pumphouse No. 5 Improvements and authorized staff to advertise the project for bids. The Project was
advertised on QuestCDN.com and in the Stillwater Gazette in accordance with the Minnesota Competitive
Bidding requirements.
On September 17, 2019 the City Council ordered the preparation of the plans and specifications for
construction of the Well No. 5 Pumphouse in Tana Ridge Park. This project constructs the building and
installs the mechanical, electrical, and chemical feed systems to operate municipal well 5 being constructed
under a separate contract. The City of Lake Elmo has been working with the MN-DNR and MPCA to
replace the lost capacity for Well No. 1 through the development and construction of Production Well No.
5 to be located in Tana Ridge Park. The improvements include Production Well No. 5, Pumphouse No. 5,
and Well No. 5 Connecting Watermain Improvements.
PROPOSAL DETAILS/ANALYSIS: Bids were received, publicly opened, and read aloud on Tuesday,
June 2, 2020. The City received 7 bids for this project, with Total Mechanical Services, Inc. providing the
lowest bid in the amount of $1,083,461.00. Contractor references for Total Mechanical Services, Inc. were
reviewed and verified. The City Engineer and his consultant are therefore recommending that the Council
award the contract to the lowest responsible bidder, Total Mechanical Services, Inc. as outlined in the
attached letter.
FISCAL IMPACT: Approval of this resolution commits the council to enter into a construction contract
for the project. The post-bid total estimated project cost is $1,445,000. The improvements will be funded
90% through a Minnesota-3M 2018 Settlement Fund Grant. The remaining 10% city cost share is funded
through the Water Core Fund.
RECOMMENDATION: Staff is recommending that the City Council approve, as part of the consent
agenda, a resolution accepting bids and awarding a contract to Total Mechanical Services, Inc. in the
amount of $1,083,461.00 for the Pumphouse No. 5 Improvements. If removed from the consent agenda,
the recommended motion for this action is as follows:
“Move to approve Resolution No. 2020–064, accepting bids and awarding a contract to Total
Mechanical Services, Inc. in the amount of $1,083,461.00 for the Pumphouse No. 5 Improvements.”

RESOLUTION NO. 2020-064
A RESOLUTION ACCEPTING BIDS AND AWARDING A CONTRACT
FOR THE PUMPHOUSE NO. 5 IMPROVEMENTS
WHEREAS, pursuant to an advertisement for bids for the Pumphouse No. 5
Improvements, bids were received, opened, and tabulated according to law, and bids were
received complying with the advertisement; and
WHEREAS, bids were tabulated, checked and summarized to verify that all
requirements of the submittal were met; and
WHEREAS, the project engineer reviewed the bids and has provided a letter
recommending the award of the contract to the lowest responsible bidder, Total Mechanical
Services, Inc., for the amount of $1,083,461.00.
NOW, THEREFORE, BE IT RESOLVED,
1. That the Mayor and City Clerk are hereby authorized and directed to enter into a Contract
in the accordance with the above ordered Project, in the amount of the Contractor’s
lowest responsible bid, and according to the plans and specifications thereof approved by
the City Council.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the
next two lowest bidders shall be retained until a contract has been signed.
