HomeMy WebLinkAbout#02 - Manning Ave-TH 36 InterchangeSTAFF REPORT DATE: June 9, 2020 DISCUSSION AGENDA ITEM: Highway 36 (TH36) and Manning Avenue (CSAH 15) Interchange Project SUBMITTED BY: Jack Griffin, City Engineer REVIEWED BY: Kristina Handt, City Administrator ISSUE BEFORE COUNCIL: Should staff bring this issue before a future council meeting with recommendations for adopting a Resolution of Municipal Support? BACKGROUND: Washington County is leading a project to design and construct a grade separated intersection at Trunk Highway 36 (TH 36) and County State Aid Highway 15 (CSAH 15). The intersection is partially located within the City of Lake Elmo, Grant, Stillwater and Stillwater Township. Traffic studies have shown that the current intersection is insufficient to meet the current and projected traffic volumes. A second project, the South Segment to connect the north and south legs of Manning Avenue through Oak Park Heights is also in the planning stages to coordinate the two project designs. Two proposed developments to be located at the northeast and southeast quadrants of the interchange have informed several of the design configurations. The interchange project is planned for construction in 2021 and the South Segment project is planned for construction in 2022. PROPOSAL DETAILS/ANALYSIS: Washington County has developed an Approved Interchange Layout to be constructed at TH36 and Manning Avenue. The environmental work for the project has also been completed. The County is currently in the process of completing the final design and is seeking a Resolution of Municipal Support from each community. The city recently received an estimate of total project costs together with the funding breakdown and expected cost participation from each community. A cost participation graphic is attached with this report together with a proposed post-project right-of-way exhibit. OPTIONS: 1) Direct staff to bring this issue before a future council meeting with recommendations for adopting a Resolution of Municipal Support. 2) Direct staff to bring this issue before a future council meeting with recommendations for adopting a Resolution of Municipal Support with conditions as directed and outlined by council. 3) Direct staff to take no action and to schedule future workshop for additional and continuation of council discussion. ATTACHMENTS: • Project Informational Boards. • Approved Layout. • Proposed Right-of-Way Exhibit. • Cost Participation Graphic. • Costs and Funding Exhibit. • Updated Cost Estimate Details. Wetlands • Wetlands delineated in spring 2019. • It is not possible to avoid all wetland impacts with the project. • Features have been incorporated into the project design to minimize wetland impacts (e.g., retaining walls). • Mitigation for wetland impacts will be acquired prior to construction. Water Resources • The project will increase impervious surface area compared to existing conditions. • Existing drainage patterns will be maintained to the extent practicable. • Stormwater basins will be constructed to treat and control runoff. • Project includes construction of a water re-use system to irrigate Applewood Hills Golf Course.
