Should staff bring this issue before a future council meeting with recommendations for adopting a Resolution of Municipal Support? BACKGROUND: Washington County is leading a project to identify and construct road improvements on County Highway 13. This second phase of the project is part of a larger project to improve the pavement and safety of Ideal Avenue/Olson Lake Trail between Stillwater Boulevard and 50th Street. The first phase of the project was constructed in 2017. Lake Elmo collaborated with the City of Oakdale on the first phase to extend sanitary sewer to Lake Elmo properties along Olson Lake. This second phase of the project is planned for construction in 2022. A large single and multi-family housing development is moving forward in the City of Oakdale immediately adjacent to the project corridor and the timing of this project has been scheduled to coordinate with the development. The proposed improvements have considered this future growth in traffic volumes together with access and intersection needs for this proposed development. A third phase is planned for construction in 2023 to include the segment south of CSAH 14. PROPOSAL DETAILS/ANALYSIS: The County has been working on the preliminary design for the CSAH 13 Phase 2 Improvements and has conducted monthly Project Management Team (PMT) meetings with the City of Oakdale, the Oakdale developer, and the City of Lake Elmo. Preliminary design work has been completed for the Phase 2 Improvements and 2 separate concepts have been developed for consideration; a design using turn lanes and potentially future signalized intersections, or the construction of roundabouts at the two major intersections on the corridor. Washington County is asking each community for input on a preferred alternative and is seeking a Resolution of Municipal Support from both Oakdale and Lake Elmo so that the project may proceed forward into the final design and property acquisition phase of the Project. OPTIONS: 1) Direct staff to bring this issue before a future council meeting with recommendations for adopting a Resolution of Municipal Support for Concept ______ (2 or 3). 2) Direct staff to bring this issue before a future council meeting with recommendations for adopting a Resolution of Municipal Support for Concept ______ (2 or 3), with conditions as directed and outlined by council. 3) Direct staff to take no action and to schedule future workshop for additional and continuation of council discussion. Some easement acquisition will be required to provide the required facilities. What do residents need to do? • Stay off the infiltration/filtration areas with vehicle traffic and mowers • Stormwater Best Management Practices will be maintained by Washington County. Speed limits are determined by Minnesota state laws and the state Commissioner of Transportation, not by city or county officials. • Drivers choose speeds based on their available sightlines and abilities to react to potential hazards. • Posting a higher or lower speed limit has not been shown to significantly affect driving speeds in areas where it has been tested. • Changes or improvements to infrastructure have been shown to have a greater impact on safety and will be studied for the corridor to improve conditions for pedestrians and bicyclists. It is standard Washington County practice to request a new speed study after any major project is complete to ensure that the posted speed limit is appropriate for the new conditions. Prescriptive Easement What is a prescriptive easement? • One of the ways that a road authority, such as Washington County, can acquire a highway easement is by documented long-term use, which is called a prescriptive easement. • Ideal Avenue (County Highway 13) has been in use for over a century. When a road has been in use for six or more years, the law gives the road authority a road right of way and from that point on, the road authority has a prescriptive easement. • The prescriptive easement exists for the actual “width of use” of the road which includes the driving lanes, shoulders, slopes, drainage ditches, areas where utilities are located, snow storage, and other related areas. • The private property that is in the prescriptive easement is still owned by the property owner who can continue to use the land for purposes that do not interfere with the road easement. Acquisition Process What is the process if the county needs to acquire private property? • In cases where private property beyond the existing right of way is required, the county will go through the process of property acquisition. • The county will contact impacted property owners to review existing property conditions. • An independent appraiser will be hired to determine the value of the property. • The county will make an offer to purchase the necessary easements for the amount determined in the appraisal. Yes and both concepts accommodate this anticpated traffic. Will there be any assessments to my property? The County does not assess properties for roadway improvement projects. The Cities involved may have their own assessment policies, depending on the outcome of the project. Will roads remain open during construction? Access to residents immediately adjacent to the roadway will have their access maintained throughout the project; however, there may be intermittent closures and/or access in one direction only. A pre- construction open house meeting will be held prior to the start of construction to provide additional details. It is industry standard and Washington County’s standard practice to add lighting at intersections with roundabouts to improve safety. With the roundabout design concept, the intersections at Ideal Avenue with both 36th Street and Lake Jane Trail would be lit. We know that adding lighting, which adds to light pollution, is a concern to some residents. Please rate on a scale of 1 to 10, with 1 being uncomfortable, and 10 being comfortable, how comfortable you are with adding street lights to these intersections? • 65 responses • Average rating of 4.3 • 57% of responders rated their comfort level under a 5 • 43% of responders rated their comfort level at a 5 or higher 2. The intersections of 39th Street and Lake Jane Trail are too closely spaced to maintain full access to Ideal Avenue at both intersections. To improve safety, both design concepts limit access at 39th Street to “right-in, right-out”, meaning that no left turns can occur at the intersection. With the turn lane design concept, residents that wish to travel south on Ideal Avenue from the neighborhoods of 38th Street and 39th Street, will either have to exit from 38th Street or make a u-turn at the intersection of Lake Jane Trail. If you live in this neighborhood, how comfortable are you with either using the full access at 38th Street or making a u-turn at Lake Jane Trail? Rate on a scale of 1 to 10, with 1 being uncomfortable and 10 being comfortable. • 54 responses • Average rating of 4.7 • 50% of responders rated their comfort level under a 5 • 50% of responders rated their comfort level at a 5 or higher 3. With the roundabout design concept, residents that wish to travel south on Ideal Avenue from the neighborhoods of 38th Street and 39th Street, will also either have to exit from 38th Street or use the proposed roundabout at the intersection of Lake Jane Trail to make a “u-turn”. If you live in this neighborhood, how comfortable are you with either using the full access at 38th Street, or using the proposed roundabout to make a “u-turn” at Lake Jane Trail? The roundabout design concept is better at reducing speeds at intersections with roundabouts versus the turn lane design concept. Please let us know your thoughts on this. • Most residents liked that the roundabout design concept helps reduce speeds at intersections with roundabouts. • Some residents felt that speeds on Ideal Avenue are not an issue today. • Some residents did not like the overall idea of roundabouts. 5. The roundabout design concept has larger impacts to private property at the intersection of Lake Jane Trail compared to the turn lane design concept. Please let us know your thoughts on this. • If the roundabout design concept is selected as the preferred concept, a number of residents suggested that the roundabout be shifted to the west. By shifting the roundabout to the west, it can help reduce impacts to private property. • Most people felt that impacts to private property should be reduced as much as practical, but there was mixed feelings about the necessity of these impacts to make improvements to Ideal Avenue. Some felt that impacts to private property is a necessary part of the project to ensure safety improvements are made to Ideal Avenue, while others felt that impacts to private property should be avoided, even if this limits the amount of improvements that are made to Ideal Avenue. 6. Both design concepts include a new trail on the west side of the Ideal Avenue. If residents that live on the east side of Ideal Avenue want to cross Ideal Avenue to access the new trail, the roundabout design concept would provide a marked crossing at the intersections of Lake Jane Trail and 36th Street. Studies have shown that marking a crossing at an intersection with turn lanes actually decreases safety; therefore, the turn lane design concept would not include a marked crossing. Let us know your thoughts on this. • Most residents felt that by providing a marked crossing with the roundabout concept, it would make this intersection safer for pedestrians. • There was also a high number of residents that felt comfortable crossing Ideal Avenue without a marked crossing. • Some residents felt a marked crossing should be incorporated with both design concepts being considered. 7. Overall, please rate on a scale of 1 to 10, with 1 being uncomfortable, and 10 being comfortable, how comfortable are you at with the roundabout design concept? • 65 responses • Average rating of 4.8 • 52% of responders rated their comfort level under a 5 • 48% of responders rated their comfort level at a 5 or higher Page 3 of 3 8. Overall, please rate on a scale of 1 to 10, with 1 being uncomfortable, and 10 being comfortable, how comfortable are you at with the turn lane design concept? • 65 responses • Average rating of 5.3 • 42% of responders rated their comfort level under a 5 • 58% of responders rated their comfort level at a 5 or higher 9. Any other comments? • Most residents asked the design team to continue to refine the concepts to reduce impacts to private property as much as practical. • A number of residents appreciated the design team for their efforts to share the design concepts and to ask for resident input into the design. • Some residents noted their excitement to see the trail extend. • Some residents did not like either concept, questioned necessity of the project, and are upset about the proposed residential development on the west side of Ideal Avenue. • Some residents are also against roundabouts as a whole, therefore did not feel comfortable with them being proposed on Ideal Avenue. Sandberg, P.E., Deputy Director County Engineer County Highway 13 (Ideal Avenue) Phase 2 Pavement and Safety Improvement Project Washington County Preferred Concept Turn Lane and Roundabout Concepts Both concepts meet the goals of the project: Reconstruct Pavement; Improve Safety: intersections, shoulders, pedestrian/bicycle facilities, and sightlines; Access Management; Consider Future Growth; Accommodate Drainage; Minimize Impacts to the Environment and Adjacent Properties. Previous design speed of corridor was 50 mph. Design speeds of 40, 45 and 50 were evaluated and considered. A design speed of 40 mph meets the project purpose and need, along with State standards, while minimizing impacts. Both concepts are utilizing a 40 mph design speed. This allows for increased profile modifications to reduce impacts to adjacent properties and improve intersection sight lines. Please note that a 40 mph design speed does not guarantee a change in the posted speed limit. Design Modifications: Design modifications were considered throughout the development of both concepts. The following design modifications have been included in both concepts: - Design Speed reduced from 50 mph to 40 mph - All through lane and turn lane widths were reduced by 1-ft - Shoulder widths were reduced from 10-ft to 8-ft and further reduced to 4-ft and 6-ft in select areas - Boulevard widths were reduced from 10-ft to 6-ft on the east side and in select areas on the west - The in-slopes were reduced from 1:4 to 1:3 and further reduced to 1:2.5 in select areas Turn Lane Concept Pros: - Allows for the potential of improved emergency response time - Do not require lighting at intersections, unless lit intersections are requested from the cities; therefore, there is the potential to reduce light pollution - Reduced initial costs Roundabout Concept Pros: - Reduced speeds, shorter crossing distances, and median refuge improve pedestrian safety and reduce pedestrian delays - Helps reduce speeds at major intersections - Reduces future city costs if a traffic signal is installed at a later - Improves sight lines - Based on the public survey, allows for more comfortable u-turn movements Page 2 of 2 Washington County Preferred Concept Due to the benefits of the roundabout concept, this is the County’s preferred concept; however we understand that this concept is more expensive and has to be supported by the Cities as well. The turn lane concept, while not the County’s preferred concept, does meet the goals of the project and would make a significant improvement to County Highway 13.
