AGENDA ITEM: CSAH 13 Project Update

BACKGROUND:
The Council heard a presentation from Washington County on the CSAH 13 project at the June work
session. Concerns were expressed at that meeting about the cost of the project to Lake Elmo given that
the road layout was being changed to accommodate development in Oakdale. Staff was to continue
conversations with the county and look for ways to reduce costs.
Council seemed to lean toward the roundabout option but wanted to see what Oakdale preferred. The
county also held a work session with the Oakdale Council and they prefer the roundabout option. Though
neither city felt really strongly about the preference.

What feedback does the Council have regarding the CSAH 13 project?
PROPOSAL DETAILS/ANALYSIS:
Staff met and further reviewed the project components. Cost reductions have been proposed as seen in the
fiscal impact section below. Changes to the project and budget include reducing costs on the side streets
by pulling the connections closer to Ideal Ave, rounding issues in the formula have been changed, a
recalculation of contributing flow for stormwater was done, and the county will credit the city $21,420 for
the 1.4 acres taken for the stormwater pond.
One of the issues staff would like direction on tonight is whether or not the city wants a trail on 50th St.
This section of 50th St runs west of Ideal Ave into Oakdale. The properties on the north side of the road for
a stretch are on Lake Elmo. The trail would be on the south side.

in the city’s long range financial plan.
