HomeMy WebLinkAbout#01 - 8-4-20 City Council Meeting MinutesCITY OF LAKE ELMO CITY COUNCIL MINUTES AUGUST 4, 2020 CALL TO ORDER/PLEDGE OF ALLEGIANCE Mayor Pearson called the meeting to order at 7:00 pm. PRESENT: Mayor Mike Pearson and Councilmembers Dale Dorschner, Lisa McGinn and Christine Nelson. ABSENT: Councilmember Justin Bloyer. Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Planning Director Roberts, and City Clerk Johnson. APPROVAL OF AGENDA Councilmember Dorschner, seconded by Councilmember Nelson, moved TO APPROVE THE AGENDA AS AMENDED. Motion passed 4 – 0. ACCEPT MINUTES Minutes of the July 21, 2020 Regular Meeting were accepted as presented. PUBLIC COMMENTS/INQUIRIES None PRESENTATIONS None CONSENT AGENDA 2. Approve Payment of Disbursements and Payroll 3. Accept June 2020 Sheriff’s Office Report 4. Accept 2nd Quarter Financials 5. Approve Financial Planning Agreement with Northland Securities, Inc 6. Approve Hiring of Accountant 7. Authorize Advertising and Hiring of Administrative Intern 8. Authorize Hiring of Part Time Fire Fighters 9. Accept Resignation and Authorize Advertising for Building Inspector 10. Approve UPRR Agreements for the 31st Street/Stillwater Blvd Watermain Extension 11. Authorize Final Design for Rebid Package for Heritage Farm Street and Utility Improvements 12. Approve Lake Jane Association Lake Grant Councilmember Nelson, seconded by Mayor Pearson, moved TO APPROVE THE CONSENT AGENDA AS PRESENTED. Motion passed 4 - 0. LAKE ELMO CITY COUNCIL MINUTES August 4, 2020 Page 2 of 3 ITEM 13: Easton Village Park Naming City Planner Prchal presented the names submitted by the public and reviewed by the Parks Commission for the new park in Easton Village. Councilmember McGinn, seconded by Councilmember Nelson, moved TO APPROVE “RUNWAY PARK” AS THE NAME FOR THE PARK IN EASTON VILLAGE. Mayor Pearson, seconded by Councilmember Dorschner, moved TO AMEND THE PRIMARY MOTION TO APPROVE “PILOT PARK” AS THE NAME FOR THE PARK IN EASTON VILLAGE. Motion passed 4 – 0. Primary motion passed 4 – 0. ITEM 14: Inwood Park Naming City Planner Prchal presented the names submitted by the public and reviewed by the Parks Commission for the new park in the Inwood development. Councilmember Nelson, seconded by Councilmember McGinn, moved TO APPROVE IVYWOOD AS THE NAME FOR THE PARK IN INWOOD. Motion passed 4 – 0. ITEM 15: Zoning Text Amendment – Fence Ordinance Update City Planner Prchal presented suggested updates to the City’s fence ordinance to address height requirements. Councilmember Nelson, seconded by Councilmember McGinn, moved TO ADOPT ORDINANCE 08-239 AS IT PERTAINS TO THE MAXIMUM HEIGHT REQUIREMENT FOR FENCING ON CORNER LOTS AND NEIGHBORING APPROVAL. Motion passed 4 – 0. Mayor Pearson, seconded by Councilmember Dorschner, moved TO ADOPT RESOLUTION 2020-077 AUTHORIZING SUMMARY PUBLICATION OF ORDINANCE 08-239. Motion passed 4 – 0. COUNCIL REPORTS Mayor Pearson: attended a bus tour with Washington County staff to assess flooding. Councilmember McGinn: attended a bus tour with Washington County staff to assess flooding. STAFF REPORTS AND ANNOUNCEMENTS Administrator Handt: provided an update on recruiting, work on the 2021 budget and COVID related grants.
