HomeMy WebLinkAbout#04 - July 2020 Public Works Dept ReportMAYOR AND COUNCIL COMMUNICATION DATE 8/18/2020 CONSENT AGENDA ITEM: Public Works Director Report SUBMITTED BY: Marty Powers, Public Works Director REVIEWED BY: Kristina Handt, City Administrator ISSUE BEFORE COUNCIL: City Council is asked to review and accept, as part of Consent Agenda, a brief description of activities that have taken place in the Public Works Department in the month of July, 2020. PROPOSAL DETAILS/ANALYSIS: PARKS • Weekly garbage collection continues • Improve park ball fields by continuing weed control and dragging the infields • Ivy wood Park improvements continue. The asphalt and concrete has been laid for the pickle ball court and pavilion. Public Works used some excess fill form the well 5 drilling to raise the grades for the Ivy wood park. The pickle ball fence and line painting is scheduled for the end of August. The pavilion install is scheduled for September. • Sunfish Lake Park new bike trail construction is wrapping up. The trails have been cut in, seeded, new signage is being installed and a few items on the punch list need to be addressed. Several trails have been abandoned as planned to minimize trial crossings. A small berm has been made at these specific trail heads. The new bike trails are open and welcome mountain bike riders • The new VFW aluminum bleachers were installed and are being utilized. Thanks again to Lake Elmo Baseball for their donation covering the cost of one of the bleachers. • Continue with weed control in playgrounds • Staff finished adding playground safety chips in several parks • Continue to work with volunteers to update & improve trail signage for the Sunfish Park trails • New City Park Sign have been ordered for Ivy wood and Pilot parks. • Complete monthly park inspections • Staff cleaned up and weeded city welcome signs, the Jamaica round-a-bout landscaping and VFW flag landscaping to prepare for the fourth of July holiday. • Set out then later picked up barricades along the 4th of July parade route • Stain/Seal the new Lions Park rink boards and cedar split rail fence • Install swing mats under several park swings to minimize holes City Council Meeting Date Consent/Regular Agenda Item #__ Page 2 • Remove dead trees in Carriage Station Park • Remove graffiti from Reid Park playground • Improve Klies Park sign with mulch and boulders • Remove tent and camping equipment from Demontriville Park • Patch VFW dugout roofs • Install smart controller on Lions Park irrigation system for future efficiency and water savings • Mowed all city owned walking path edges SURFACE WATER • Flooding concerns continued, staff restock the sand bag supplies for residents and Cimarron • Public Works staff assist in the Legion Pond draw down. Public Works provided traffic control devices and manual labor in operating the pump during regular working hours. The draw down was successful and reach the target water level. The pump and all piping equipment has been removed. • Public Works is currently assisting in the Reid Pond draw down. Staff cleared a path for pumping equipment and is assisting with daily operations of the pump. The target water level was reached Friday August 7th. Water levels will be monitored to determine if more pumping is needed STREETS • Staff continues filling potholes on City streets • Seal Coat 2020 project is completed • 2020 Mill and Over lay project is scheduled to begin mid August • Attended Precons and weekly construction meetings • The 2020 Stonegate street and utility improvement project continues • Continue to work on 2021 budget • Continue attending to downed trees and branches after storms • Grade Klondike gravel road twice after heavy rains created wash outs • Collect road kill as needed • Place radar trailer on Stillwater Way for a week and 5th st for two weeks • Complete maintenance on trucks and equipment on rain days • Weed control along road way guard rails • Continue street sign replacement program • Assist fire department training with the use of the loader to set up a practice crash scene • Install shouldering equipment on tandem and one single axle dump truck to prepare for improving road way shoulders throughout the city City Council Meeting Date Consent/Regular Agenda Item #__ Page 3 SEWER • Continue daily rounds for preventive measures, compare pump run times and resolve alarms • Continue Weekly Proactive Pump downs of all Lift stations, Monthly Float Cleaning • Continue on-going SCADA improvements • Program all generator to exercise on Tuesdays at 9 am for consistency and proactive measures • Refill the Lisbon lift station bioxide odor reducing chemical WATER • Complete monthly MDH bacteria and fluoride sampling and start Lead & copper sampling • Assist with shutting down water main for several project connections in south end of the city. • Complete Monthly Generator and Safety Inspections of Equipment and Facilities • Continue daily rounds, chlorine/fluoride sampling and locates • Continue dropping off new construction meters • Continue resolving meter reading issues • Continue repairing fire hydrants identified in spring flushing program • Seasonal intern continues updating maps for city trails, curb stops, mowing and street signs. These maps will then be transferred into the Beehive asset software • The developing of Well 5 continues • Enforce permanent water restriction ordinance throughout the city (with help of fire department) • Submit well water draw down reports to DNR • Asphalt patch a driveway on Lake Jane Trail were a water main leak repair occurred previously FACILITIES • Continue to Lower and Raise flags for Governor ordered half-staff events PANDEMIC PREPARDNESS • The Public Works crew continues to work in two teams out of two locations minimizing the sharing of equipment and tools • Additional cleaning supplies, rubber gloves and face masks have been provided • Play grounds and parks remain open RECOMMENDATION: Base on the activities listed above, City Council is respectfully asked to accept the July 2020 Public Works Report.
