ISSUE BEFORE COUNCIL: Should the City Council approve Change Order No. 4 for the CSAH 19
and Hudson Boulevard Intersection Improvements? BACKGROUND: Max Steininger, Inc. was awarded a construction contract on June 4, 2019 to complete the CSAH 19 and Hudson Boulevard Intersection Improvements. The project is complete. PROPOSAL DETAILS/ANALYSIS: Max Steininger, Inc. has submitted a change order to address additional work completed on the CSAH 19 and Hudson Boulevard Intersection Improvements as requested by the City and Washington County. The total cost of the above items increases the contract by $4,661.33. The requested changes are described below.
1. Power pole pedestal base adjustment. Washington County requested the contractor to raise Pole 8 to better fit the surrounding grading in the median. 2. Additional mobilization for riprap. The city requested riprap be added to FES 5021 and 5023 that
was not included in the original plans. An additional mobilization of equipment to the site to complete the work was required. 3. Additional mobilization for tree removal. The city requested additional tree removal due to
conflicts with the improvements. An added mobilization of equipment to the site to complete the work was required. FISCAL IMPACT: This change order will increase the contract in the amount of $4,661.33 bringing the revised construction contract to $1,806,736.84. With this change order, the project remains within the authorized project budget and contingencies. RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent Agenda, Change Order No. 4 for the CSAH 19 and Hudson Boulevard Intersection Improvements. If removed from the consent agenda, the recommended motion for the action is as follows: “Move to approve Change Order No. 4 for the CSAH 19 and Hudson Boulevard Intersection
Improvement Project, thereby increasing the contract amount by $4,661.33”.

CHANGE ORDER DESCRIPTION / JUSTIFICATION:
This change order addresses construction changes not included in the base contract as requested by the City and Washington County:
1) Washington County requested Pole 8 to be adjusted to fit final grading of median ditch and roadway.
2) The city requested additional riprap to be added to FES 5021 and 5023 not included in the original plans requiring an added mobilization
of equipment to the site to complete.
3) The city requested additional trees be removed found to be in conflict with improvements and not included in the original plans requiring
an added mobilization of equipment to the site to complete.
