HomeMy WebLinkAbout#06 - Ivywood Park Improvements STAFF REPORT DATE: 9-1-2020 REGULAR TO: City Council FROM: Ben Prchal, City Planner AGENDA ITEM: Ivywood Park Improvements, Park within Inwood Development REVIEWED BY: Marty Powers, Public Works Director Parks Commission BACKGROUND: The City approved the installation of Pickle Ball Courts, Pavilion, and seating in Ivywood Park (Inwood Development). With the main install nearing completion it may be appropriate to consider adding some additional details/touchups into the park. ISSUE BEFORE THE COUNCIL: Would the City Council like to consider the installation of the recommended improvements and finishing items? PROPOSAL DETAILS/ANALYSIS: Black dirt & Seeding: Staff believes it would be beneficial to add black dirt and hydro seed the area around the disturbed site. This area is low and has minimal black dirt. The hydro seeding of the area will help expedite the growth process of the grass as opposed to a hand-sown seed. Other methods are available but hydro seeding is less burdensome than sod and less expensive. The Hydro seed method also holds more moisture and locks the seed in place, which holds much better than other methods such as a straw blanket. The Public Works Department will haul and spread the additional black dirt and complete the hydro seeding. Trees: During the original presentation to develop the park there was a conversation of adding trees into the park. Being that the park has come in under budget there is an opportunity to provide additional trees. Staff is recommending a mix of trees, such as a pine (spruce) and maple or other type of shade tree. Trees will also help dress up the park. The Public Works Department will plant the trees. Sidewalk: The area of land between the street (Ivywood Circle) and pickle ball courts will remain muddy for quite some time and although the grass will eventually grow, a path will be a nice amenity for accessing the courts. The public works department will perform the final grade and installation of the asphalt s path which will help save on cost. FISCAL IMPACT: The original budget for the park project was $150,000 and the City Council approved a contractor bid of $145,549.69. However, a donor came forward to purchase the pavilion which saved the City $44,000. With the unexpected savings Staff believes it would be beneficial to round out the project with Seeding, tree planting, and a sidewalk. The project will be funded by the Park Dedication Funds. Touch up Items: Hydroseed - $1,000 Black Dirt Finish - $2,500 Asphalt Path (street to court) - $1,500 Balsam Fir Tree (6) - $900 Shade Tree (6) - $900 Total $6,800 Page 2 With the pavilion being donated, adding the above referenced improvements will not cause the overall project to exceed the budgeted amount for the parks development. OPTIONS: 1) Approve finishing items 2) Deny finishing items RECOMMENDATION: The Parks Commission reviewed the proposal and recommended approval by a 5-0 vote with an amendment. The Commission opted for a not to exceed amount of $7,000. Staff is supportive of the correction as it allows some fluctuation in prices. Staff is recommending approval of the improvements into the park. “Motion to approve an expenditure not to exceed $7,000 for finishes in Ivywood Park as outlined in the Staff report.”
